Japan approves $110bn stimulus package to fight inflation

New measures include tax cuts as Kishida's popularity plunges

TOKYO – Japan's cabinet approved on Thursday a package of economic measures worth about 17 trillion yen ($112 billion), including income tax cuts, as Prime Minister Fumio Kishida grapples with persistent inflation and falling approval ratings.

“Wage increases are not keeping pace with price rises,” Kishida said at a news conference on Thursday evening after the government announced a temporary cut in fixed income tax and resident tax that will cost over 3 trillion yen. Those cuts will come into effect as early as June 2024.”We hope to stimulate consumption by increasing people’s disposable income and creating a virtuous cycle in the economy,” Kishida said. “There are positive signs of a break from the long-lasting deflation, and we hope to ensure this trend [continues].”

Income tax will be cut by 30,000 yen and resident tax by 10,000 yen per person for one time. Low-income households already exempt from the latter will receive 70,000 yen.

The economic stimulus plan also includes an extension until the end of April 2024 of subsidies to ease the rising prices of gasoline, electricity and gas.

Japan's core consumer price index climbed 2.8% in September from a year earlier, down from a 3.1% increase in August, according to official data. But prices for food, excluding fresh items, rose sharply by 8.8%.

The massive stimulus comes as Kishida continues to face challenges. The approval rating for his cabinet dropped nine percentage points from September to 33%, according to a poll Nikkei and TV Tokyo conducted from Oct. 27 to 29. That was the lowest since he took office in October 2021.

And yet another regulation that will be ignored or never enforced

Wall Street Regulator Adopts New Rules for Swap Trading Facilities

Reuters) - The U.S. Securities and Exchange Commission on Thursday adopted new rules governing security-based swap trading platforms, implementing a law adopted by Congress after the global financial crisis of 2007-2009.

The new rules will also be harmonized with those currently used by the U.S. Commodity Futures Trading Commission, an independent agency which regulates derivatives trading. SEC officials told reporters they expected a total of about five entities to register under the new rules.
