The mission of the USN E-6B is communications. Primarily with USN submarines at sea. This is why you will so often see them fly offshore, and off the ADS-B network, for several hours at a time. They also broadcast EAMs (Emergency Action Messages) and FDMs (Force Direction Messages) as a supplement to land based transmitters that are operated by the US military. The E-6 can also act as an airborne launch control system much the same way that the venerable E-4B "Nightwatch" 747s that transport SECDEF and shadow the movements of Air Force One can. They are, in essence, flying command posts. And an important part of nuclear deterence in that they can take over if the US land based system goes offline or is destroyed in a pre-emptive nuclear strike. So they are not spying on us, rather they are protecting us. And ensuring that enemy nuclear forces have to "think twice" when contemplating a nuclear attack against the United States. This anon, for one, sleeps a little bit better at night in the knowledge that they are up there and ready to "take charge and move out" (TACAMO) if needed.
