This is true, and I said this well over a month ago, but this is how it is. The judge is suing on behalf of private banks as "The People of NYS". The banks have not accused Trump and this judge is guilty of "exploitation" of them. The "People if NYS" are not made a dime richer or poorer from the private transactions of the banks and Mr Trump, therefor this man has committed fraud by not only exploiting the banks but the "People of NYS". It is "Repeated Fraud" because not only has he illegally fined PDJT but he also took away his business certificates affecting thousands of workers in addition to trying to charge and fine Trump's family memebers.
