California law on felon voting rights has recently changed. On November 3, 2020, California Proposition 17, the Voting Rights Restoration for Persons on Parole Amendment, was approved by the people of California. Proposition 17 brought about the effect of restoration of voting rights for all people on parole.

 

According to the California Secretary of State, the following people cannot register and vote:

 

Those convicted of a felony crime who are currently imprisoned in a state or federal prison or serving out a state prison sentence in a county jail or correctional facility

 

Those convicted of a felony crime (not a misdemeanor) who are currently in a county jail awaiting transfer to a state or federal prison

 

The following people are allowed to register and vote:

 

On parole

 

On probation

 

On mandatory supervision

 

On post-release community supervision

 

On federal supervised release

The law secretary of Manhattan Supreme Court Justice Martin Schoenfeld may be in hot water for dating the secretary of a plaintiff’s lawyer who had a case pending before the judge. Nathan Lewin, a defense attorney for the Union of Orthodox Rabbis of the United States and Canada, said the court’s Jan. 23 ruling against his client in several pre-trial decisions is "suspect" because of that relationship, of which he was not informed until late last month.

Lewin is defending the rabbis in an $11 defamation million suit filed by Helen Chayie Sieger of Borough Park, who claims their decision to allow her husband to remarry without requiring him to grant her a rabbinic divorce in effect labeled her an unfit spouse.

Lewin said in court papers that the law secretary, Arthur Engoron, claims he only began dating the secretary of the opposing counsel, Christopher Sullivan, on May 10. But Lewin said Sullivan’s actions in the case may have been "influenced" by information he received from the woman, identified in the papers only as Sue. And Lewin noted that Engoron "was drafting [later] decisions and communicating" with the judge about this case during the time he was dating Sue.

Schoenfeld, at the request of the defendants, recused himself from the case July 1 after revealing that he had recently learned of the relationship. He said Engoron’s conduct raised ethical questions that he would report to the appropriate authorities, Lewin noted in his papers. Lewin said actions taken in this case may be criminal in nature and asked the court to conduct a full investigation.

In a statement minutes ago, White House National Security Advisor Jake Sullivan wrote, "Today, the Russian Federation withdrew from the Treaty on Conventional Armed Forces in Europe (CFE). The combination of Russia’s withdrawal from the CFE Treaty and its continuing full-scale war of aggression against Ukraine – another CFE State Party – has fundamentally altered circumstances that were essential to the CFE States Parties’ consent to be bound by the treaty, and radically transformed the obligations under the treaty. In light of this fundamental change of circumstances, the United States will suspend the operation of all CFE Treaty obligations between itself and every other State Party, effective December 7, consistent with our rights under international law.

 

"This decision to suspend our obligations under the CFE Treaty was taken in close consultation and coordination with our NATO Allies, many of whom are also CFE Treaty States Parties. A number of our CFE partners that are not members of NATO also support suspension of CFE Treaty obligations in response to Russia’s actions.

 

"As reflected in the statement issued at NATO Headquarters today, our Allies unanimously share our view that a situation where the United States and our NATO Allies continue to be militarily constrained by the CFE Treaty, while Russia – whose armed forces are the largest in Europe, and who continues to actively wage a war of aggression against Ukraine using the very forces the treaty aims to constrain – is not, would be unacceptable. Suspension of CFE obligations will strengthen the Alliance’s deterrence and defense capacity by removing restrictions that impact planning, deployments, and exercises – restrictions that no longer bind Russia after Moscow’s withdrawal.

 

"While Russia’s withdrawal from the CFE Treaty further demonstrates Moscow’s continued disregard for arms control, the United States, our NATO Allies, and our responsible partners remain committed to effective conventional arms control as a critical element of Euro-Atlantic security. We will continue to pursue measures that aim to bolster stability and security in Europe by reducing risk, preventing misperceptions, avoiding conflicts, and building trust."

Typically lasting only a few minutes, dust devils become visible as they pick up loose red-colored dust, leaving the darker and heavier sand beneath intact. Dust devils not only look cool they can leave visible trails, and have been credited with unexpected cleanings of the surfaces of solar panels. The images in the featured AI-interpolated video were captured in early August by the Perseverance rover currently searching for signs of ancient life in Jezero Crater. The six-second time-lapse video encapsulates a real duration of just over one minute. Visible in the distance, the spinning dust devil was estimated to be passing by at about 20 kilometers per hour and extend up about 2 kilometers high.

Skies Turn Blood Red as Northern Lights Hit Southern Europe

The skies over much of Europe were lit up on Sunday night as far as southern Slovakia, as the northern lights were spotted by stargazers across the continent.

 

A bright red magnetic storm tinged with green and purple was captured by a meteorological camera near the village of Stanča, near Slovakia's south-eastern border with Hungary, shortly after 6 p.m. local time (12 p.m. ET). A similar display was caught over Krakow, Poland, seemingly from a plane.

 

In the U.K., an amateur photographer caught a snap of red bands of light hovering over the ancient Stonehenge prehistoric circle in Salisbury, in the south of England.

 

"Most of the drive was misty and thick fog," the photographer wrote on Facebook. "But on arrival it wasn't too bad so set my camera up and was just happy to see the aurora once more after missing out on the last few storms due to clouds."

 

Red and green glows were seen in places across the rest of the British Isles, with one person sharing an image of their "blissful evening" in Castle Creavie, in the southwest of Scotland.

 

In the Netherlands, Dutch photographer Rick Bekker captured some faint pink bands arching over several of the country's iconic windmills in Kinderdijk, a village just outside of Rotterdam. He described the sight as "unprecedentedly beautiful."

 

Elsewhere, the government of Kazakhstan posted an image of red and green lights over the nation, but did not specify where. Newsweek approached the Kazakh Ministry of Foreign Affairs via email for comment on Monday.

 

The Russian news agency RIA Novosti said the meteorological phenomenon had been seen "over almost all" of the nation, sharing images from Kaliningrad, Russia's exclave in northern Europe, and the rural Perm region to the north of Kazakhstan.

 

The northern lights—or aurora borealis—are caused by solar winds interacting with the Earth's magnetic poles, which is why they typically occur over northern regions such as Scandinavia. A similar phenomenon, aurora australis, occurs around the south pole.

 

When solar wind particles hit the upper atmosphere, the resulting reaction emits photons of light. Many of the greens and reds recently seen were likely due to interaction with oxygen gas, though these colors can be created with nitrogen as well.

 

Depending on the viewing point and the intensity of the display, the northern lights can appear as a glow in the sky, or as an arc or ribbon of light. Perhaps the most famous examples are when they form a curtain of light across the sky.

 

This winter's auroras are expected to be more prominent than those seen in the past decade, as a higher amount of solar radiation is expected to crash into Earth's magnetic spheres, making the lights brighter. Scientists have recorded a greater amount of activity on the surface of the sun, with the expected peak in solar activity to come next year.

 

"Tonight had the strongest Northern Lights I've ever seen!" Max Wernerson, a landscape photographer based in Tromso, Norway, wrote. "[I've been] chasing them now for nearly 6 years on almost every winter night, but I have never seen the oxygen red as strong to the naked eye before."

On a recent CNN’s State of The Union episode, Democrat Rep. Jasmine Crockett (D-TX) made a statement seen by many as suggesting black voters are “too dumb” to fully understand political matters.

 

This comment has drawn controversy, as the representative was interpreting a recent poll showcasing the surge in popularity for former President Donald Trump among Black voters, traditionally a Democratic stronghold.

 

The poll suggested that, if an election were held today, former President Donald Trump would defeat Joe Biden, securing over 300 electoral votes. Data shows a significant shift of support from Black voters toward Trump. This support now stands at 22 percent for Trump, a figure that no Republican has seen in modern presidential politics.

 

However, instead of reflecting on why such a shift might be occurring or considering what the Democratic Party could do to regain trust, Rep. Crockett’s response appeared to belittle the intelligence of Black voters. She said:

 

Here’s the deal. Perception is reality.

 

And so when you look at the data that was provided in this poll, it talks about how people feel and when people decide whether they’re going to the poll or whether they’re not going to the poll, it’s all about how you feel in that moment. And so while the facts may not align with their feelings, their feelings are dictating their reality. Their reality is that they said that they feel better or they felt better when Trump was in office. But we’ve been trying to push back.

 

We’ve got some very popular African-American artists that are out here saying things like, “Oh, I got checks when Trump was in office. I want those checks again,” not understanding that really came from Congress.

 

So we’ve got a couple of things the perception issue, and then we also have an issue as it relates to civics in this country and people not understanding exactly how any of this works.

 

Crockett is suggesting that Black voters might be making decisions based on misperceptions or a lack of understanding of the political process.

 

Prominent figures and political commentators weighed in regarding Crockett’s comment.

 

American commentator and television presenter Tomi Lahren commented, “Is she saying that black voters are too dumb to understand what’s going on? Wow! This is bad.”

 

Twitter user Brandon Saario commented, “Crockett is sayingpeople are not smart enough to know how good things are.”

 

Another user wrote, “It’s the economy Crockett that’s effecting black votersnot feelings, High food prices gas rent interest rates alot of people homeless families can’t go out restaurant prices have doubled.”

Steven Crowder dropped a bombshell on Louder with Crowder on Monday morning, making public pages from what's become known as the Nashville school shooter's manifesto. He showed pages from that alleged manifesto that he received, showing that shooter Audrey Hale was driven by anti-white hate and an insidious desire to murder blonde children at Covenant Catholic School. After he aired the photographs of three, hand-written sheets of loose leaf paper, YouTube took it down.

 

YouTube sent a message to Crowder, which he shared on free speech platform X. "We wanted to let you know our team reviewed your content and we think it violates our violent criminal organizations policy," YouTube said, conflating the release of primary source information obtained by an investigative journalist and an actual crime syndicate.

 

"We know you may not have realized this was a violation of our policies," they continued, "so we're not applying a strike to your channel. However, we ahve remove the following content from YouTube." And the listed the shocking episode containing details about the shooter's motivations that even a FOIA request could not spring loose from an FBI and police department that have refused to make the information public ever since the March 27 shooting.

 

Hale stole the lives of three children and three adult faculty members of the school after breaking in and opening fire before she was killed by officers responding to the scene. The existence of a manifesto was made known within days of the shooting, but no amount of pressure has been able to pry it loose. The three pagers Crowder revealed show that the deeply disturbed Hale was intent on the murders, hoped to kill more, resented the private school and apparent wealth of the students, and sought death herself.

 

"We realize this may be disapppointing news," YouTube explained to Crowder, "but it's our job to make sure that YouTube is a safe place for all. If you think we've made a mistake, you can appeal this decision—you'll find more details below."

 

YouTube detailed their policy for Crowder, saying that "Content that glorifies violent criminal organization or incites violence is not allowed on YouTube." They claimed to review incidents of allaged violations on a "case-by-case basis."

 

Crowder discovered earlier on Monday that Facebook was also not allowing the content to appear on their site. Crowder works with Rumble, a free speech-oriented streaming platform, where apparently Crowder will drop more information regarding Hale's disturbed, murderous writings on Tuesday.

UTAH SENATE CANDIDATE AND RIVERTON MAYOR TRENT STAGGS IS ASKING HIS FELLOW CANDIDATES TO SIGN A “CONTRACT WITH UTAH” THAT WOULD CHANGE MAJOR ASPECTS OF POLITICAL LIFE IN THE STATE.

The seven-point contract, obtained exclusively by the Daily Caller, was developed by Staggs and his Senate campaign in order to “reduce corruption within the halls of Congress” and “restore fiscal order” by focusing on a few key areas of legislation.

 

“Right now, Washington is broken. Fixing it starts with getting special interests out of Congress,” Staggs told the Daily Caller. “I’m making sure Utah voters know exactly where I stand, and I’m asking all others running for the Senate to do the same.”

 

Staggs’ contract, named after former House Speaker Newt Gingrich’s 1994 “Contract with America” agenda, seeks to ban the trading of individual stocks by members of Congress and their families. The contract would also ban lobbyist donations to candidates and sitting members and prevent lawmakers and “high ranking federal government officials” from lobbying for at least 10 years after leaving government service.

 

If lawmakers cause a government shutdown, they won’t be paid and won’t be eligible for back pay either, according to point five of the contract. Point six requires that all appropriations bills be single subject, while point seven calls for a balanced budget amendment.

 

If the contract were were implemented, it would change everything about the nature of politics. By removing so many avenues for financial corruption, members of Congress might actually put their voters first … instead of just enriching themselves through countless terms.

Ukraine is bracing for “the worst winter” in its history as it prepares for large-scale blackouts due to Russian missile strikes, Foreign Minister Dmitry Kuleba has said. Moscow began targeting Ukrainian energy infrastructure last autumn in response to the bombing of the Crimean Bridge.

 

In an interview with the German daily Die Welt on Monday, Kuleba revealed that he had bought “dozens of candles” and his father had bought a truck of firewood in anticipation of Russian attacks. (Boo Hoo)

 

The minister noted that Kiev would not mind if Germany does not provide it with long-range Taurus missiles but insteadsends more air defense systems, adding that Ukraine will do its best to protect its power plants. (The answer to that is an unequivocal NO. Why aren’t they asking for help to repair their power stations?)

 

Germany has been reluctant to provide Kiev with long-range weapons. Chancellor Olaf Scholz explained that he does not want to see these missiles used against targets in Russia. Commenting on the issue in September, German Foreign Minister Annalena Baerbock described this weaponry as extremely sophisticated, adding that “when we deliver something, it has to work in the field.”

 

The view that Ukraine is about to face a difficult winter was shared by National Security Council chief Aleksey Danilov, who said in September that top Ukrainian officials had discussed the issue on numerous occasions, adding that it is also up to local communities to provide people with electricity.

 

In October, Ukrainian Energy Minister German Galuschenko acknowledged that if Russia carries out massive strikes on the energy infrastructure, “they would cause significant damage to the power grid,” with the potential for blackouts. He urged people to buy generators and take other measures to reinforce the resilience to outages.

 

Earlier in July, he estimated that Russian attacks had damaged about 50% of all power-generating facilities, with some of them beyond repair.

 

Russia first started launching large-scale strikes on Ukrainian energy infrastructure in October 2022, in response to what it described as a “terrorist attack” on the strategic Crimean Bridge. While Ukrainian officials initially denied involvement, this summer, Vasily Malyuk, the head of Ukraine’s Security Service (SBU), claimed responsibility for the attack.

The Unification Church's Japan branch said Tuesday it plans to allocate up to 10 billion yen ($67 million) to the Japanese government to cover possible compensation for former believers and their families over forced donations amid concerns that it would transfer its assets overseas.

At a press conference in Tokyo, Tomihiro Tanaka, the branch's head, expressed remorse over last month's request by the government for a court order to dissolve the religious organization over its aggressive donation solicitation tactics but stressed that he could not accept it. “From the perspective of religious freedom and the rule of law, it is absolutely impossible to accept," Tanaka said. He offered his "sincere apology" for the circumstances that led to the situation but clarified that the apology did not equate to an acknowledgment of wrongdoing by the church toward former believers as "it is difficult to accept that all compensation claims are valid."

 

The branch's plan to set aside a pool of funds for compensation comes as Japanese lawmakers discuss ways to ensure that the assets of the South Korean religious movement's Japanese affiliate will stay in the country and be used to help victims. He added that while the organization had addressed 664 refund requests totaling around 4.4 billion yen since July last year and would continue to assess claims, it would not be possible to comply with every request. A group of lawyers supporting victims in Japan said about 130 people have been confirmed as victims of the religious group's forced donations, with damages adding up to an estimated sum of over 4 billion yen. However, the lawyers believe there are far more unconfirmed cases, meaning the total could end up being about 100 billion yen.

Noting that progress has been made in addressing donation claims and implementing reforms, Tanaka said the "time is becoming ripe" to pass the baton to the next generation, indicating that the decision would be left to the group's board of directors.

Tuesday's press conference was Tanaka's third since the religious body came under renewed scrutiny due to the assassination of former Prime Minister Shinzo Abe in July last year.

The shooter, whose mother made large donations as a follower of the Unification Church, has said he was upset with the religious group's perceived connections with Abe.

The government filed the request to the Tokyo District Court for a dissolution order on Oct. 13, saying its nearly yearlong investigation into the group found repeated malicious and illegal acts at an organizational level, including soliciting large donations from its followers.

Ireland’s first satellite on its way to launch

After years of development with the support of the ESA Education programme, the Educational Irish Research Satellite 1 (EIRSAT-1) is set to launch in November, marking Ireland’s first steps into space.

 

EIRSAT-1 was built by students from University College Dublin under the framework of ESA Academy’s Fly Your Satellite! programme (FYS) - a fully hands-on initiative supporting university student teams in the development of their own satellites.

 

Lead by students from the UCD School of Physics and the UCD College of Engineering, the project began in 2017 when the team’s proposal to build a CubeSat to perform gamma ray astronomy was accepted as part of the 2nd cycle of FYS.

 

The 2-unit CubeSat carries three experiments – or ‘payloads’. The primary science payload GMOD is a gamma ray detector that will study the most luminous explosions in the universe, gamma ray bursts. Secondary payloads include a thermal coating study that will assess the performance of surface treatments for satellites as well as an alternative system for controlling spacecraft orientation.

 

“University College Dublin has immense expertise in the domains of space science of astrophysics, and with EIRSAT-1 they overcame the challenges of a very complex engineering project,” recalls Joost Vanreusel, Head of the ESA Academy, preparing the next generation of Europe’s space workforce. “And that’s what made it a very appealing project for the Fly Your Satellite! educational programme: the combination of the scientific expertise at the university with ESA’s experience and expertise in the building and testing of small spacecraft.”

 

Over the past six years, the students have worked with ESA experts to design and build the satellite, and participated in test campaigns at ESA Education’s CubeSat Support Facility in Belgium and other ESA sites.

 

But the support and guidance did not stop there. A core tenant of the Fly Your Satellite! programme is exposing students to the full life cycle of a space mission, and this includes guidance and support for launch and beyond.

 

As Ireland’s first ever satellite, EIRSAT-1 posed unique regulatory challenges. ESA worked closely with Irish authorities to legally establish EIRSAT-1 as Ireland’s first satellite.

 

The student team also attended dedicated spacecraft communications and other training courses at ESA Academy’s Training and Learning Centre in Belgium, and later at the European Space Operations Centre in Darmstadt Germany, to help establish Ireland’s first spacecraft operations procedures.

 

In the process, the team has built vital space infrastructure at UCD Dublin, including a cleanroom and Mission Control, where current and incoming students have been training to operate EIRSAT-1 once in orbit - a major step for space education and capacity building on Irish soil.

 

“It is a matter of pride for the Education team to be involved in the launch of the first satellite of a nation,” says Head of the ESA Education Office Hugo Maree. “The Irish students who arrived at ESA in 2017 are now in the lab, running tests with strong engineering skills, and preparing to operate a satellite like a proper Mission Control team. Seeing such young bright minds, readying for a career in the space sector and reaching so high, is so inspiring – the ultimate meaning of our Education programme.”

 

The satellite has left Ireland and is on its way to Vandenberg Air Force Base in California, USA. Launch is currently slated for launch on 29 November on a Space X Falcon 9 rocket.

Undersecretary of Defense Michael McCord told House and Senate lawmakers in a Sept. 29 letter that just $1.6 billion remains of the $25.9 billion passed to replenish US weapons stockpiles, including artillery rounds, rockets and missiles for Ukraine’s war against Russia.

 

Separately, the US has $5.4 billion left to provide weapons and equipment from its stockpiles, which the Pentagon secured after having previously overvalued some equipment.

 

“We have already been forced to slow down the replenishment of our own forces to hedge against an uncertain funding future,” McCord wrote. “Failure to replenish our military services on a timely basis could harm our military’s readiness.”

 

This truly is the ugly truth, and it should scare every American.

What is STEVE, and how is it different from the aurora?

 

The aurora might be the most famous atmospheric phenomenon in our night sky, but it certainly isn't the only one. If you've not yet been introduced, we'd love you to meet STEVE.

 

STEVE — Strong Thermal Emission Velocity Enhancement — is an aurora-like glow that often accompanies the northern lights, yet is a distinct phenomenon, according to the American Geophysical Union (AGU). STEVE was discovered between 2015 and 2016, not by professional astronomers or physicists, but by citizen scientists in Canada chasing the aurora, according to the first study published on STEVE in Science Advances in 2018.

 

Now, researchers are studying STEVE with vigor, and keeping a close eye on the night sky to see it themselves.

 

STEVE is a streak of purplish light in the night sky that's similar to an aurora. In fact, STEVE has only ever been observed in conjunction with an aurora. That's because both phenomena are thought to be created by the same space weather events, according to the European Space Agency (ESA).

 

When energized particles from the sun crash into Earth, our magnetic field redirects the particles toward the north and south poles.

 

The electrically charged particles then enter Earth's atmosphere, exciting gas atoms and molecules and generating the aurora borealis (northern lights) and the aurora australis (southern lights). The process is similar to how neon lights work: When the molecules and atoms get "excited" by electrons, they must return to their original energy (ground state) and do so by releasing the energy as photons (light).

 

At the same time, some of these solar emissions (in the form of super-speedy streams of plasma) heat gas in the upper atmosphere, and that's what creates STEVE, according to the National Oceanic and Atmospheric Administration (NOAA). Thus, STEVE is hot, glowing gas.

 

The first paper about STEVE was published in 2018, but it was inspired by the work of amateur aurora chasers and citizen scientists from the Facebook group Alberta Aurora Chasers, according to the CBC. The group had photographed the phenomenon multiple times between 2015 and 2016, and they brought their observations to space scientists Elizabeth MacDonald from NASA and Eric Donovan from the University of Calgary at a pub one night after a lecture. The researchers began an investigation into STEVE — then known as just plain-old Steve (more on that later) — which led to that first paper.

 

Interestingly, mentions of STEVE (though not by that name), exist in the historical record — we just forgot all about them. "After STEVE became popular, scientists went back to historical observations of aurora and realized that a STEVE-like phenomenon had been reported back in the 1890s and 1910s," STEVE researcher Toshi Nishimura of Boston University and a co-author on the original STEVE paper told Space.com. "There were no colored photographs back then, so it is difficult to confirm if it was really STEVE or not. But the description they made about the emission, 'a luminous band…like a straight tail of a large comet,' matches how we now characterize STEVE."

 

What is STEVE in an aurora?

STEVE is not an aurora, though they both are glowing atmospheric phenomena. It does, however, occur simultaneously with an aurora, as the same process fuels both phenomena. That said STEVE does not always appear when there is an aurora, and we're not sure why.

 

What's the difference between STEVE and the aurora?

Visually, STEVE appears to be a mauve or magenta streak across the sky, whereas the aurora usually appears as green ribbons. Physically, STEVE is created by heated gas that glows, whereas the aurora is created by charged particles that glow.

 

Why is STEVE rare?

While we haven't seen very much of STEVE yet, it might not be as rare as you might think. We hadn't noticed it for so long because scientists simply hadn't been looking in the right part of the night sky. Now that we're studying STEVE more, we may discover it's not very rare at all, just like the aurora. Anecdotally, though, it does appear less frequently than the aurora, but we aren't sure why.

 

Today, STEVE stands for Strong Thermal Emission Velocity Enhancement. But the name has a fun backstory — STEVE is a backronym, or a reverse-engineered acronym.

 

According to the CBC, the Canadian aurora chasers who photographed the phenomenon were the first to dub it "Steve." Why? In the animated film "Over the Hedge", animal characters discover a mysterious hedge, and they decide to name it "Steve" in an attempt to make it seem less scary. The same could be said for the celestial Steve.

 

Once Steve became a true scientific discovery, researchers gave the phenomenon the acronym STEVE as a nod to the work of the Alberta Aurora Chasers.

Ukrainian President Volodymyr Zelensky said presidential elections will not be held in the country next year, saying thatit would be "irresponsible" to do so during the ongoing war.

 

"We all understand that now, in wartime, when there are many challenges, it is utterly irresponsible to engage in topics related to an election in such a frivolous manner," Zelensky said in his nightly video address to the nation on Monday.

 

Prior to the war, Ukraine's presidential elections were scheduled for March 2024, but the country's constitution mandates that they cannot go ahead until any declaration of martial law is lifted, which is unlikely to happen in the near future. Ukraine was due to hold a parliamentary election in October.

 

Martial law in Ukraine, which must be extended every 90 days, is next set to expire on November 15. Zelensky first declared martial law on February 24, 2022, the day Russian President Vladimir Putin launched a full-scale invasion of his country.

 

"We need to recognize that this is a time for defense, a time for battle, upon which the fate of the state and its people depend… I believe that elections are not appropriate at this time," Zelensky said.

 

Ukrainian National Security and Defense Council Secretary Alexey Danilov has also said that "no elections can be held" under martial law in the country.

 

Days earlier, Ukrainian Foreign Minister Dmytro Kuleba said during an online appearance at the World Policy Conference in the United Arab Emirates that Zelensky was weighing the pros and cons of a presidential vote in spring 2024.

 

"We are not closing this page. The president of Ukraine is considering and weighing the different pros and cons," said Kuleba.

 

Zelensky has said he would run for second term if an election proceeds.

The Ukrainian leader's approval rating in Ukraine remains near the record-highs set shortly after Russia's full-scale invasion of the country began, data from Gallup shows.

 

Respondents were surveyed in July and August and the data was released on October 16. A year and half after Putin's invasion, 81 percent said they approve of Zelensky, the survey showed.

 

The latest Gallup result remains near to a record-high approval rating of84 percentfrom September 2022.The polling firm does not state how many people were polled, but said support for Zelensky remains strong "across all demographic groups, geographic regions and income groups."

Korean Stocks Crash Day After 'Political' Short-Selling Ban

Who could have seen that coming…

Much like the rest of the world, after exuberant run-ups in the first half of the year, Korean equity markets plunged over 20% in the past three months… Clearly this is unacceptable and so, over the weekend, South Korean regulators unleashed a "short-selling ban" on equity investors… because blaming those nasty un-patriotic short-ers is easier than admitting 1) perhaps the valuation was extreme to start with and/or 2) there is an actual economic problem here.

The Financial Services Commission’s order to prohibit new short-selling positions on stocks in the Kospi 200 Index and Kosdaq 150 Index through the end of June 2024 left many market watchers surprised, with some observers saying that broad outright bans like this only make the market less transparent and therefore less attractive.

Note that the decision doesn’t impact existing positions.

The kneejerk reaction was - of course - a buying frenzy on Monday (Kospi up 5.7% - the best day since March 2020).

But, the move raised questions as Huh Jae-Hwan, an analyst at Eugene Investment & Securities, pointed out, it is “unusual” as authorities are comprehensively prohibiting short selling at a time when there is no major external risk.

As Bloomberg reports, South Korea had banned short selling during the Global Financial Crisis in 2008, amid the euro-zone debt crisis and the US sovereign downgrade in 2011, and then again during the start of the pandemic in 2020.And so, overnight (Tuesday in Korea), the equity market crashed, with KASDAQ Futs plunging over 7% at one point. So what did Korean regulators do? You can't make this up… The Korea Exchange temporarily issued its “sidecar” limit to halt sell orders for program trading.

“The ban may boost prices of a few specific stocks for a few days, but over the longer haul it will increase overall price volatility, reduce market liquidity and make pricing less efficient,” said Hyosung Kwon, an economist at Bloomberg Economics.

“Even worse, it could discourage investment and further deepen the discount on South Korea’s stocks, hurting the retail investors it was supposed to protect.”

How many more times do we have to see this "short-selling-ban" plan fail for regulators to realize it makes things worse not better.

“Banning short-selling is like removing a lighthouse during a storm,” said Kher Sheng Lee, Asia-Pacific co-head of the Alternative Investment Management Association, a global industry body whose members oversee more than $2.5 trillion of assets in hedge and private credit funds.

“It not only strips the market of its vital pricing signals but also dries up liquidity - the very lifeblood of trading. Such bans should be a last resort.”

…will regulators never learn?

 

Of course, the real reason for this move is far more simple… South Korea is set to conduct general elections for the National Assembly in April. “The chance of this ban being part of a strategy to win votes couldn’t be ruled out, considering how unpopular short-selling is among retail investors,” said Hong Sung-gul, professor of public administration at Kookmin University in Seoul.

8,000 Ukrainians face criminal charges for evading draft – media

More than 2,000 cases have reportedly already made it to the country’s courts

 

Ukrainian investigators have opened more than 8,200 criminal cases over draft dodging since the escalation of conflict between Moscow and Kiev in February last year, Ukrainian outlet Vesti.ua reported on Monday.

 

The country’s Zakarpatye Region, which borders both Slovakia and Hungary, has launched at least 967 of these probes, the outlet reported, citing police sources. Eastern Dnepropetrovsk Region reportedly has 763 cases and southern Nikolayev Region comes in third, with some 644 probes. Lvov and Volyn Regions made it into the top five as well, with 555 and 491 draft dodging cases registered there, respectively.

 

While the number of criminal cases against people evading the draft remains arguably low, Ukrainian officials have repeatedly voiced their concerns over the actual scale of the problem in the country. In mid-October, for instance, Deputy Defense Minister Natalya Kalmykovaclaimed that “tens, hundreds of thousands of people” have been dodging the draft amid the conflict with Russia.

 

“Unfortunately, we see a lot of situations … when people don’t want and plan to avoid mobilization somehow, they need to defend their country,” she stated, adding that officials have been working on legislation that will “help settle this issue.”

 

Apart from closing in on the dodgers, the authorities have been actively exploring other options to bolster the ranks of the military, which was heavily battered in the botched summer counteroffensive, with Moscow estimating Kiev’s losses at more than 90,000 soldiers during the effort. The adopted measures include greatly loosening health requirements for the would-be recruits, and enabling people with various chronic conditions and mental health issues to serve.

 

Earlier this month, Defense Secretary Aleksey Danilov ultimately claimed that no Ukrainian citizen should be exempt from serving their country altogether, one way or another. The idea that every Ukrainian “has to fight a war or perform a service” was a “fundamental truth,”the official said.

New commercial space bill addresses mission authorization and SSA

November 5, 2023

 

The Republican leadership of the House Science Committee has introduced legislation that would create a mission authorization system for commercial space activities and alter plans for a space traffic coordination system.

 

Reps. Brian Babin (R-Texas) and Frank Lucas (R-Okla.), the chairs of the House Science Committee space subcommittee and the full committee, respectively, introduced the Commercial Space Act of 2023 Nov. 2. The bill may be considered by the committee as soon as this week, although a markup has not yet been announced.

 

“This bill crafts a favorable and competitive environment right here at home by streamlining our regulatory process and clarifying federal roles in licensing commercial space activities,” Lucas said in the statement about the bill.

 

A key part of the bill would be to create a “certification” process for commercial spacecraft not licensed by other agencies, such as the Federal Aviation Administration, Federal Communications Commission or the National Oceanic and Atmospheric Administration. Companies would provide basic information about their spacecraft to the Office of Space Commerce, including a debris mitigation plan, and the office would have 60 days to either grant or deny the application.

 

The certification process is intended to address uncertainty about who is responsible in the government for providing authorization and continuing supervision of commercial space activities, as required under Article 6 of the Outer Space Treaty, but not currently regulated by other agencies. The National Space Council is working on its own approach, which it calls mission authorization, but has yet to publish a proposal.

 

“To continue strengthening American leadership in space, we must modernize our commercial space framework. The Commercial Space Act will do just that by addressing outdated laws, enhancing innovation, and ensuring our partners are not stymied by regulatory hurdles,” Babin said in a statement about the bill.

 

Another section of the bill addresses civil space situational awareness (SSA) work led by the Office of Space Commerce. The bill would direct the office to select a consortium led by an academic or nonprofit organization to provide SSA “data, information and services.” That would appear to supersede the office’s own work on an SSA system, called the Traffic Coordination System for Space, currently in development.

 

The bill would elevate the Office of Space Commerce, currently within NOAA, into the main Department of Commerce, with the director of the office reporting directly to the Secretary of Commerce. That had long been sought by advocates of the office to elevate its profile.

 

The bill includes several other provisions. One would direct NASA to establish a “Space Situational Awareness Institute” that would lead research on improving SSA. The bill extends the “learning period” restricting the FAA’s ability to regulate commercial spaceflight participant safety from Jan. 1, 2024, to Oct. 1, 2031, a long-term extension that many in industry have sought.

 

Another section of the bill would establish new requirements if the United States signs on to any non-binding international agreement on norms or rules of behavior in space. Specifically, it would require the president to certify to relevant congressional committees that the agreement is non-binding and for other agencies to confirm that the agreement has “no economically significant impact” on the ability of U.S. non-governmental entities to work in space.

Ukraine’s counteroffensive is finished – governor

The attempt to cut Russia’s land corridor to Crimea in Zaporozhye Region has failed, Evgeny Balitsky has said

 

Moscow’s forces have stopped the Ukrainian counteroffensive dead in its tracks, Evgeny Balitsky, the governor of Zaporozhye Region, has said.

 

He further described what he calledKiev’s last-ditch attempts to breach Russian defenses as not particularly impressive. In recent months, Zaporozhye has emerged as a scene of some of the fiercest fighting.

 

Speaking to reporters on Monday, Balitsky stated that “the enemy has been halted, as has been its much-hyped counteroffensive.” He said that the ongoing fighting near the settlements of Rabotino and Shcherbaki and on the Vremievsky Ridgewas “almost an agony for the Ukrainian regime.”

 

The official declared that Ukrainian forces, which have been trying to storm Russian positions for months, have “completely run out of steam.”

 

“Now, when the enemy launches an attack, they deploy only small forces because their companies are understrength,” he added.

 

According to Balitsky, the plan to reach the Sea of Azov and cut Russia’s land bridge to Crimea –widely seen as the main objective of Kiev's summer campaign – has been thwarted. He also claimed that Ukrainian attacks are now largely unsupported by armor, as Russian forces have knocked out many vehicles.

 

The governor stated that thecurrent “meat onslaught”had been organized by Kiev’s Western backers, suggesting that the latterwould prefer to lose Ukrainian soldiers rather than their own expensive military equipment.

 

Ukraine began a large-scale offensive in early June, but has failed to make substantial progress. Russian Defense Minister Sergey Shoigu said last week that “the Kiev regime is losing.” He has previously estimated Ukraine’s losses at more than 90,000 troops, nearly 600 tanks, and 2,000 armored vehicles since the start of the push.

 

Meanwhile, Ukrainian officials have admitted difficulties with the campaign, blaming a lack of progress on delays in Western support, strong Russian defenses, and extensive minefields as well as Moscow’s air superiority.

 

Last week, Ukraine’s commander-in-chief, Valery Zaluzhny, characterized the frontline situation as a “stalemate” due to the level of technological prowess of both sides. That assessment, however, was rejected by Ukrainian President VladimirZelensky, who insisted that while hiscountry found itself in a “difficult” situation, it still had the initiative.

Although Florida is Gov. Ron DeSantis’s, R-Fla., home state, Trump pulled no punches in going after his GOP opponent, noting that the governor’s position in the polling was fading fast. He likened Gov. DeSantis’s downward spiral in the polls to “a wounded, falling bird from the sky.”

 

He insisted that GOP voters did indeed care about what he saw as DeSantis’s political disloyalty – considering the fact that Trump’s endorsement boosted the Florida governor’s initial election bid in the Sunshine State.

 

“THEY DO CARE,” he said.

 

In Florida, President Donald Trump has a sizeable lead over Gov. DeSantis, leading by 35 points in a GOP primary poll conducted in early October by Fabrizio, Lee & Associates.
