Part of the issue is that parody is a permitted practice in copyright law, so that works against a celeb. Politicians hardly ever win such a suit as they are considered "public figures" and are often targets of mudslinging.

 

Still, if someone just makes up some really nasty shit they KNOW is false just to hurt someone or for their own gain (like selling taboid rags), then there is a possibility that the suit will stand and damages will be awarded - especially if it can be shown the attack did cause professional or financial harm.

 

The Enquirer really backed off most of their raunchy fiction after they lost the Burnett case.

 

Unfortunately Trump's attempt to sue Hillary over Russia, Russia, Russia got tossed - of course corrupt and partisan judge in that case, but few want the precedent of political rivals successfully suing each other - - elections would NEVER be over and done with.
