anon thinks that they're actually rooms and hallways from old buildings. our "city halls" etc are really like icebergs, showing only the tippy top of the building that's buried underneath.
good news about that is the subways were really easy to make: just remove the interior walls, then lay tracks! (recursive subway in The Matrix series, also…)
so in a similar sense that the flower of life shows us that "everything is connected", those prior civilizations gave us the tunnels to connect "our" buildings, and thus even though most don't know it, we're connected to those prior civilizations as well.

and yeah, the police likely involved to keep people from investigating for themselves. also could have been abuse in the dark, for police to either investigate or cover up (masons etc work together).
