Correct. Subpoena does do that. This anon worked in admin law and issued subpoenas for evidence. So in criminal law they would need a warrant. To get a warrant for all those alleged fingerprints, you would need probable cause. A judge will not find probable cause to search for evidence of a crime no one is alleging and there is no evidence of.
