You see a highchair and assume missing children were there. You, mister cop guy, take all their stuff as evidence and get every fingerprint, charge them with nothing, because you haven't found a crime yet, don't get a warrant. If you do find a crime and charge them, the judge throws out all the evidence you gathered because you had no reason to conclude they stole murdered raped or disappeared any children when you violated their American citizen rights.
