The issue is that in NYC, you can't do any type of construction without getting a Work Permit from the Dept. of Buildings.
It requires a licensed engineer to draw up proposed plans for the construction, digging, tunnels etc. and must be APPROVED by the Dept. of Buildings for structural integrity before.
You can't just start digging, renovating, and for UNDERGROUND work it's even more dangerous because of potential weakening and collapse. ……. Unless you're Chabad Jews who think you're above the NYC Building Codes, above the Law.
