I worked on AC in the military. You go to the tool room, check out the toolbox you need to do the maintenance you are performing. The toolbox has a spot for each tool. When you are done, you check that toolbox back into the toolroom. If there is a tool missing, all AC are grounded and nobody goes home until that tool is found.
