Orban reveals condition for backing new EU Ukraine aid

The Hungarian leader wants the bloc to dole out annual payments to Kiev rather than a €50 billion windfall

 

Hungarian Prime Minister Viktor Orban has said he proposed a compromise deal with the EU, whereby Ukraine would receive a yearly transfer of economic aid rather than a €50 billion ($54.2 billion) commitment. Nevertheless, Brussels still intends to “blackmail” Budapest, he claimed.

 

EU leaders will meet in Brussels on Thursday to discuss a four-year, €50 billion economic aid package for Ukraine, drawn from the bloc’s collective budget. Orban is the sole EU leader pledging to oppose the package, and the Council of the EU has responded by drawing up plans to sabotage the Hungarian economy, the Financial Times reported on Sunday.

 

Speaking to France’s Le Point news magazine on Monday, Orban said Hungary had made a “compromise offer” to the Council. This would see aid to Ukraine parceled out every year after a unanimous vote by member states, without any modifications to the bloc’s budget – which was agreed three years ago and did not include a four year, €50 billion commitment to Kiev.

 

“First, we don’t know what will happen in the next three or four months in Ukraine,” Orban explained. “Second, no one knows whether or not Americans will participate in the game, whether today or after the US presidential election in November 2024.

 

Third, who did the counting?Who did the calculation? Why exactly €50 billion? We do not know exactly what this amount corresponds to,” he continued, adding that the bloc should not commit to a four-year aid package of this size when the political situation in the union could be radically altered by this summer’s EU elections. (Orban may be insinuating that Bidan told to do this? Or is the EU laundering money back to themselves?)

 

Orban said he presented this proposal to the Council before the apparent plan to torpedo Hungary’s economy was leaked to the Financial Times. The article, he said, can be interpreted as Brussels’ response to his compromise offer.

 

According to the newspaper, theCouncil plans to withhold EU aid to Hungaryin order to discourage foreign investment, weaken the Hungarian forint, and drive up unemployment. A “strategy to explicitly seek to undermine a member state’s economy would mark a major new step for the bloc,” the Financial Times noted.

 

A spokesperson for the Council refused to confirm or deny the existence of the plan, telling the newspaper that it does not comment on leaks.

 

“We don’t come from a kindergarten,” Orban told Le Point. “If the Financial Times publishes a document detailing… blackmail against us, we can be sure that it exists.”

 

It’s a sort of blackmailer’s manual,” he continued. “It is important for Europeans to understand that member states, if they disagree on issues like war, migration, gender, immediately experience an imperialist reaction from Brussels.”

 

Hungary has faced similar threats from Brussels before, with European Commission PresidentUrsula von der Leyen telling lawmakers earlier this month that around €20 billion in funds earmarked for Budapestwould remain blockeduntil Orban liberalizes his conservative policies on migration and LGBTQ issues.

 

Should the EU’s 26 other member states refuse to accept his compromise deal, Orban did not say whether he would maintain or abandon his veto on the €50 billion plan.

Ukraine to teach its troops to speak Ukrainian

Many of Kiev’s soldiers reportedly continue to use Russian despite efforts by the authorities to crack down

 

Special courses will be created for Kiev’s troops so that they can improve their command of the Ukrainian language, government official Taras Kremen has said.

 

Kremen, who is Ukraine’s language ombudsman, made the announcement as he met with servicemen at a Territorial Defense Forces training center on Monday, his office said in a statement.

 

Violations of the country’s language law, which among other things obliges the military to use Ukrainian, have been recorded in a large number of units, including in the capital Kiev, according to the commissioner. (They tattle on each other?)

 

Ukraine historically has a large Russian-speaking population, especially in its eastern regions. Many soldiers reportedly continue to speak Russian on the front lines. In a 2001 census, more than 14.2 million Ukrainian citizens(almost 30% of the population)called Russian their native language.

 

During the meeting with servicemen, it was “agreed to open language courses for military personnelwho want toimprove their knowledge and properly prepare for the exam to determine the level of proficiency in the state language,” Kremen said.

 

“I will be happy to assist in the creation of such a network [of courses] in other military units as well,” the commissioner added.

 

Signed by then President Pyotr Poroshenko in 2019, the language law established Ukrainian as the sole state language and made it obligatory for use in all areas of social life. It was a continuation of Kiev’s policy of forcing out the Russian language, pursued by the authorities after the violent Western-backed coup in 2014.

 

Since 2021, passing a Ukrainian language exam has been mandatory to become a government employee or to obtain Ukrainian citizenship. (Who would want to live in that hellhole?)

 

“Nobody there [in the conflict zone] speaks Ukrainian,” a sniper from Kiev’s forces told the TSN media outlet in October. Despite concealing his identity, the serviceman enjoyed a certain celebrity status in Ukraine due to his regular interviews and podcast appearances.

 

He claimed thatRussian was common in all sections of the front linethat he had been posted to. In his own unit, “two people speak the harshestSurzhik [a mix of Russian and Ukrainian]and, probably, two or three others [use] Ukrainian language. All the rest are Russian-speaking,” the sniper insisted.

 

Moscow has repeatedly denounced Kiev’s clampdown on Russian culture and language, insisting that the “forced Ukrainization” violates international law and infringes upon the rights of native Russian speakers, who make up around a quarter of the population.

Moscow ‘doesn’t give a damn’ Japan is upset over islands – Medvedev

The Kurils are part of Russia and are a legitimate base for its military, the former president has said

 

Moscow is not against signing a peace treaty with Japan, but Tokyo must understand that the Kuril Islands are and will remain part of Russia, former President Dmitry Medvedev has said.

 

Medvedev, who now serves as deputy chairman of the Security Council, was responding after Japanese Prime Minister Fumio Kishida stated that his country “remains firmly committed to the course aimed at resolving the territorial issue and concluding a peace treaty” with Moscow, despite continuing to support sanctions against Russia over the Ukraine conflict.

 

Moscow and Tokyo have for decades been locked in a territorial dispute over four Kuril Islands (known as the ‘Northern territories’ in Japan) captured by the Soviet Union at the end of World War II. Russia has argued that its sovereignty over the Kurils is guaranteed by post-war agreements, while Japan has said they do not cover at least some of the islands.

 

Against this backdrop,the two countries ended a formal state of war in the mid-1950s but never signed a peace treaty.

 

In a post on X (formerly Twitter), Medvedev stressed that “nobody’s against the peace treaty,” which he said shouldreflect the fact that “the ‘territorial question’ is closed once and for all in accordance with the Constitution of Russia.”

 

The Kuril Islands “will be actively developing”as their strategic role continues to grow,especially when it comes to the deployment of new weapons in the region, he added.

 

“We don’t give a damn about the ‘feelings of the Japanese’ concerning the so-called ‘Northern territories,’” Medvedev stated. He suggested thatanyone who is unhappy with the situation should “end their life in a traditional Japanese way,”referring to the ‘seppuku’ form of ritualistic suicide originating with samurai warriors. Moscow ended all talks on a potential peace treaty with Japan in March 2022, one month after the start of the Ukraine conflict. Russia cited Japan’s sanctions against Moscow, which it said were aimed at harming the country’s interests.Russia also canceled an agreement that allowed Japanese citizens to visit the Kuril Islands visa-free.

 

“All the blame for the damage to bilateral engagement and interests of Japan itself lies with Tokyo, which knowingly opted for an anti-Russian course instead and developing mutually beneficial cooperation,” the Foreign Ministry in Moscow said at the time.

West asking countries to secretly send Russian weapons to Ukraine – Lavrov

States that acquire arms from Russia have no right to donate them without Moscow’s approval, the foreign minister stressed

 

Moscow has become aware of several cases of Western powers asking certain countries to secretly donate Russian-made weaponry to Kiev for use in the Ukraine conflict, Foreign Minister Sergey Lavrov has said.

 

The Russian diplomat’s comments come as Kiev ramps up its demands for more military aid, citing acute shortages in hardware and ammunition. The US and its allies have also been seeking to approve further financial and military support for Ukraine.

 

Speaking at a roundtable meeting with the heads of foreign diplomatic missions in Moscow on Tuesday, Lavrov stated that Russia has been in contact with “certain countries” that the West has been trying to convince to hand over Russia-supplied weapons to Ukraine, without informing Moscow of such transfers.

 

The minister noted that there have been “several cases of this kind” recorded by Moscow over the past year and a half, and stressed that Russia will continue to demand that all international obligations regarding weapons transfers be observed.

 

Lavrov pointed out that when a foreign country legally acquires Russian arms, the shipments come with a certain package of documents, including an end-user certificate. “In accordance with this certificate, the recipient of the weapon does not have the right to resell it or redirect it anywhere without the consent of the supplier country,” the minister explained.

 

At the same time, Russia’s top diplomat noted that the West has been pretending not to notice that its own weapons, which it has supplied to Ukraine, have already spread to war zones across the world, where they are frequentlybeing used by extremists and terrorists.

 

“The weapons that the West supplies to the Ukrainian regime have been found not only inconflict zones in the Middle East, but in illegal shipments that have been recordedin Finland, Sweden, Denmark, the Netherlands, and Gaza,” Lavrov said.

 

Last week, speaking at a UN Security Council meeting, Lavrov reiterated Moscow’s claims thatKiev has been reselling Western weapons on the black market, and expressed disbelief that Ukraine’s backers were unaware of this.
