I don't read this Qdrop as Biden being in office during all this time.
I read it as this is how long it will take to complete the removal, trials, etc of all the black hats, deep state, cabal, illuminati, etc.
Trump stated "by the end of my next term, we will have removed all the bad actors from heads of organizations in our country" (Not verbatim, but you get what I'm saying)
