There is a difference between authority and power
I used to get a kick out of movies and TV when the feds would go to a small town and tell the sherrif we are taking over.
The sherrif has the authority over the feds in their state. However most are not aware and the power has been given to three letter clubs.
There is a reason the sherrif has been sidelined and made to direct traffic and serve documents.
