Fulton County departments continue to work to restore systems after a recent cybersecurity incident. Teams have made significant process in the restoration process.

SERVICE UPDATES

Fulton County has been working continuously to restore services. We have made significant progress in this effort. Services are being restored on a rolling basis.

 

Key updates include:

• Fulton County water billing has been restored and customers can make online payments.

• GIS mapping functionality has been restored.

• The elections process has not been affected by this incident. Voters may continue to participate in early voting and Election Day voting as normal.

• Most Fulton County phones are working normally. If you have difficulty reaching any office, please check our alternate contact list or contact customer service at 404-612-4000. Email has not been affected by this outage. Fulton County facilities are open during their normal business hours.

Property owners may submit homestead exemption applications online or in person at fultonassessor.org

The Fulton County Justice system is operational. As a result, many processes are taking place using backup systems.

• Anyone who has received a court summons should appear and bring their summons with them.

ATLANTA — Weeks after a cyberattack brought down systems across Fulton County, officials are providing an update on what is back online and what, if any, information has been leaked.

"To date, we've had no release of sensitive data or any further threats to do so," stated County Manager Dick Anderson at a Fulton County Commissioners meeting. "It doesn't guarantee it wouldn't happen in the future, but we have that to report."

Anderson went on to note the forensic investigation into the hack is ongoing.

He said a case study is being put together "on close coordination with law enforcement, the county attorney, the cyber council, communication, workarounds, and technology resources used from external firms."

What systems are back online?

 

According to Anderson, phones are being brought back online, and the water billing system is back online. Payments on the latter can be made again both online and in person.

What is still being worked on?

 

Anderson noted that the county is still focusing on getting the "big systems" back online fully. This includes tax, courts, and ERP (finance, HR, and other internal processes). Of those, he said the tax system is the closest to being fully restored— the electronic payment side of the system is still not online.

In addition, the county court system is still being worked on, but Anderson said progress is being made on that front. He offered no estimate on when the court system would be fully restored.

Finally, Anderson added that while the ERP system is working, repairs still need to be made regarding VPN access.

What about our elections? Has that been compromised?

 

Don't worry. Anderson noted that the Fulton County election system was never impacted. As a result, early voting and election day voting are going on as normal.

Fulton County cyberattack: Deadline passes for 'Lockbit' ransom demand

FULTON COUNTY, Ga. - The deadline set by the ransomware group that claimed responsibility for the cyberattack that affected several agencies in Fulton County has passed.

 

The group LockBit said the county had until 8:49 a.m. Thursday to pay the ransomor the criminal group would leak stolen data onto the dark web.

Lockbit previously gave the county a deadline of Feb. 16, but officials did not give in to the threat.

 

County leaders say they are working to keep data secure andhave a plan in place to help anyone whose personal data may be released by the group.

As of Feb. 22, the county says they have restored its water billing, GIS mapping, email systems, and more than half of its phone lines.

Fulton County is no longer listed on Lockbit's site on the dark web, but officials have not said whether that means the county paid the ransom or are in negotiations.

 

After Lockbit announced the second deadline, a Fulton County spokesperson gave FOX 5 a statement on their cybersecurity efforts:

"Our focus remains on safely restoring services for our citizens, and we continue to work in close coordination with law enforcement.

 

"While we understand there are questions as to the exact contents of this data and whether citizens’ personal information may have been in this data – the answer at this time is that we still don’t know. Our teams are actively working with leading cybersecurity experts to determine what data may have been stolen and gain a better understanding of what information may be involved, which includes an extensive review process.

 

"This thorough and comprehensive review may take some time. If we determine that peoples’ personal information was involved in this incident, we will make all legally required notifications and provide them with resources to help protect their personal information.

 

"In anticipation of any potential leak of stolen data, we are collaborating with internal and external agencies to ensure individuals who may be affected by the release of any highly sensitive documents are provided resources and support. We are already actively working in partnership with local, state, and federal officials and law enforcement and will continue to do so as this situation evolves.

 

"The safety of our citizens is our highest concern, and we are taking this situation seriously as we continue our investigation."

Jan. 30: Many systems began recovering the following day, however some critical technology systems that impacted public services remained in the dark. At that time, authorities said there was no evidence that Personally Identifiable Information (PII) had been compromised.

 

Jan. 31: Fulton County Schools began investigating a breach of their computer systems. After a preliminary investigation at Alpharetta's FCS Innovation Academy, officials told FOX 5 students gained access to "certain Information Technology systems." The school district said this incident was unrelated to the ongoing cyber attack at the county level.

 

Feb. 1: The Georgia Secretary of State's Office announced Fulton County's access to the state voter registration system was being restricted as a precautionary measure.

 

Feb. 5: While remaining tight-lipped about the cyberattack, Fulton County officials began referring to the incident as a ransomware attack.Many of the county's systems remained offline. During a press conference, Fulton County Board of Commissioners Chairman Robb Pitts made a point to say there was no evidence the attack was related to the election process or other current events.

 

Feb. 14: LockBit claimed responsibilityfor the ongoing cyber issues in Fulton County,also claiming to have accessed confidential documents and personal data of citizens. Chairman Pitts confirmed the hackers were after money, but did not disclose how much.

 

Feb. 19: LockBit's site on the dark web was intercepted by international law enforcement.Fulton County told FOX 5 they did not use taxpayer money or give in to the ransom threat.(so they paid them)

 

Feb. 26: A new site for LockBit 3.0 was set up on the dark web with another ransom and deadline. Several Fulton County systems remain down.

The notorious ransomware group, LockBit, is a cybercriminal organization responsible for attacking over 2,000 victims worldwide, allegedly amassing over $120 million in ransom payments with issued demands totaling hundreds of millions of dollars.

Biden Team Confident They Can Win Haley Supporters, Because Haley Supporters Mainly Democrats

The following NBC article is a little humorous, from the perspective that MSM writes an article about something that is transparently obvious to those who have followed the nature of the 2024 GOP primary.

 

Essentially, the gist is that Team Biden is confident they will win the vast majority of Nikki Haley supporters in the 2024 general election. NBC posits that President Trump is not trying to make progress winning those voters, because he’s divisive or something.However, the core underpinning of the promoted narrative is creating the illusion of something that doesn’t actually exist.

 

As highlighted by actual results, exit polling and various reviews of the people who voted for NikkiHaley, her bid for the GOP nomination was supported by Democrats, not Republicans. Democrats in New Hampshire, Washington DC, Virginia and Vermont supported Haley.

 

It is not coincidental that strategic efforts were made to court Democrats to support her. Also, the places whereshe did well were states and municipalities with open primaries, same day registration/voting, and easy election day party switching. These processes made it simple for Democrats to vote in the Republican primary.

 

Bottom line, the overwhelming majority of votes for Haley came from Democrats, who were/are going to vote for Biden anyway. So, it’s an exercise in being obtuse not to accept the reality of who exactly represented the Haley voting base. Then again, professional and intentional ignorance and strategic pretending is a trait of those skilled in gaslighting.

 

As a consequence of the dynamic, President Trump making any effort to court the Haley vote is an exercise in futility. Trump is right to just move on, snark at the nonsense that Haley represented, and avoid spending energy on an attempt that will generate nothing substantive in value. However, for Team Biden saying they will win Haley voters is just an exercise in political narrative engineering the media love to promote.

What’s more, a Biden campaign official told NBC News the finance teams for Biden and the Democratic National Committee have recently done outreach to Haley donors, including efforts led by Biden national co-chair Jeffrey Katzenberg, the Hollywood mogul.
