Russia Rolls Out VPN Ban Nationwide

The Russian government is employing an increasingly strict approach to manage and rein in the digital freedom its citizens have enjoyed in recent years by introducing a ban on VPN services.

The embargo, poised to be enforced this month, targets not just VPN ads but also websites offering advice on how to navigate around the country’s censorship barriers.

This clampdown appears to signify one of the most recent moves in a long-term strategy aimed at curbing access to information from outside Russia, effectively insulating its internet users while simultaneously beefing up the government’s surveillance prowess. Consequently, VPNs, which could be perceived as one of the last resort tools available to Russians for tapping into international viewpoints, are being denied to the users.

VPNs, shorthand for Virtual Private Networks, essentially establish a secure digital conduit that endows internet users with privacy protections. They make this feasible by encrypting the internet connection, thus obstructing external viewers from prying into individuals’ online activities. Beyond dodging government-imposed censorship, VPNs are vital tools used by modern internet users for securing their sensitive data, accessing geographically limited content, and promoting private browsing devoid of tracking.

It appears that the Russian government’s hardened stance on VPN services transcends the basic desire to just restrain freedom of speech. Since VPNs allow internet users to maintain their privacy, Russia’s actions will hinder access to online privacy in the country.

Бывшая доля Shell в "Сахалин Энерджи" будет продана компании под названием "Сахалинский проект", полностью принадлежащей "Газпрому".

Russian state-controlled energy giant Gazprom has bought a 27.5% stake in LNG producer Sakhalin Energy, previously held by Shell, for 94.8bn roubles ($1.02bn).

The ex-Shell stake in Sakhalin Energy will be sold to a company named Sakhalin Project, fully owned by Gazprom.

Before this acquisition, Gazprom owned 50% of Sakhalin Energy while the two other partners were Japanese companies Mitsui with a 12.5% stake while Mitsubishi held the remaining 10%. With this buy, Gazprom will control 77.5% of the company.

In 2022, Sakhalin Energy accounted for almost 3% of global LNG demand. It ships the chilled fuel mainly to Japan, South Korea, China, India, and other Asian countries. Last year, it produced more than 10m metric tons of LNG, down from 11.5 million tons in 2022.

The development consists of three fixed offshore production platforms, offshore and onshore pipelines, an onshore processing facility, an LNG plant, and an oil export terminal with a tanker loading unit. The Sakhalin-2 oil and LNG export terminals commenced operations in December 2008 and February 2009, respectively.

Several companies left the Sakhalin projects after Russia invaded Ukraine in early 2022. Shell quit the Sakhalin-2 project while supermajor ExxonMobil left the sister Sakhalin-1 project. Shell booked a $1.6bn after getting rid of its stake. Other companies that left different projects in Russia were BP, Equinor, and TotalEnergies among others.

The Sakhalin-2 operating company became a Russian entity via a presidential decree later in 2022. Shell, Mitsui, and Mitsubishi were asked to apply to keep their stakes but Shell opted out. Russia then invited companies to obtain its stake as well as ExxonMobil’s abandoned share in Sakahlin-1.

Russian energy company Novatek was supposed to take over Shell’s stake but the order for the sale was inexplicably nullified by the government.

Latvia has been calling on the bloc to ban agriculture exports from its neighbor over the Ukraine conflict

Latvia significantly increased the volume of grain bought from Russia in the first quarter of 2024, the state revenue service in Riga announced on Monday. The Baltic nation recently announced a ban on some Russian imports, but exempted two key products.

Riga has been one of the most outspoken advocates of imposing EU sanctions on Russian grain, citing the Ukraine conflict. This has not stopped Latvia from increasing its agricultural imports from Russia by almost 40% compared to the first quarter of 2023.

A total of 158,325 tons of grain – mainly corn – came in across the border in the first three months, 39.8% more than in Q1 last year, the Latvian customs agency told the Baltic News Service. The value of imports was estimated at just over €27 million ($29 million).

In addition to 135,539 tons of corn, Latvia brought in 8,530 tons of rye and 8,744 tons of wheat and wheat-rye mixture, among other grains. Rye imports rose by 70% year over year, while corn imports increased by 26.5%.

The authorities in Riga do not have information about how much of the imported grain was actually consumed in the country and how much was exported to other EU member states. Latvia has a population of 1.88 million, making a domestic-consumption explanation highly unlikely.

Moreover, 596,807 tons of Russian grain – mainly wheat, corn and barley – intended for other countries transited through Latvia in the first quarter of this year, 78.9% more than in the same period of 2023.

In February, the Latvian parliament imposed a ban on importing animal feed from Russia and Belarus, in order to show solidarity with Ukraine. However, the ban contained exemptions for two key products.

Sunflower cake, which is used as chicken feed by egg and poultry farmers, is not produced in the EU. Latvia buys about €50 million worth of it from Russia every year and likely exports some of it elsewhere into the bloc, according to the state broadcaster LSM.

Another product exempt from the ban is beet pulp with molasses, used to feed cows and pigs. Latvia imported more than €25 million worth from Russia last year.

Russia is one of the world’s largest exporters of grain, feed and fertilizer. While these commodities have not been outright sanctioned by the US and its allies on account of the Ukraine conflict, their transport by sea has been made more difficult by sanctions on commercial shipping.

Судно водоизмещением 62 074 тонны перевозит первые два модуля сжиженного природного газа для третьей производственной линии проекта Новатэка "Арктик СПГ-2".

Судно, принадлежащее китайской судоходной компании Hainan Smiling Angel, отправилось со строительной площадки Wison Offshore & Marine в Чжоушане в конце марта и, как ожидается, прибудет на строительную площадку Новатэка в Белокаменке к концу мая.

На спутниковых снимках видно, что судно загружает два модуля в период с 18 по 29 марта 2024 года. Два дополнительных модуля остаются на верфи в ожидании погрузки.

Chinese Heavy Lift Vessel Carrying New Arctic LNG 2 Modules to Russia Despite Sanctions

Just days after the U.S. Department of the Treasury sanctioned four heavy lift vessels for carrying LNG technology to Russia, a thus-far unsanctioned vessel Wei Xiao Tian Shi is en route Murmansk. The 62,074 dwt vessel is carrying the first two LNG modules for the third production train of Novatek’s Arctic LNG 2 project.

The vessel, owned by Chinese Hainan Smiling Angel Shipping Company, departed from the Wison Offshore & Marine Zhoushan Fabrication Yard at the end of March and is expected to arrive at Novatek’s Belokamenka construction yard by the end of May.

Satellite images show the vessel loading two modules between March 18 and March 29, 2024. Two additional modules remain at the yard awaiting pickup.

Sources at Wison Offshore confirm Wei Xiao Tian Shi to be carrying pipe rack modules 3-TMR-001 and 3-TMR-002.

The modules are traditionally the first units to be installed and will form the core of the third production line. Each production line consists of 14 modules assembled atop a massive floating gravity-based concrete structure.

In February Arctic LNG 2 stakeholder TotalEnergies stated construction of the third train had been put on hold. However, the shipment of initial modules for the third train suggests that Novatek may intend to complete the final production line.

“The rumor mill will really be churning now, given that train 3 modules are on their way to Belokamenka,” explains Ben Seligman, a project specialist for Arctic oil and gas development.

“Earlier statements suggested train 3 of the Arctic LNG 2 project had been abandoned and the whole train could eventually be repurposed for Murmansk LNG,” confirms Seligman.

Novatek has yet to make a final investment decision for Murmansk LNG and the project is slated to open no earlier than 2027.

In an effort to slow down Russia’s construction of new LNG plants the U.S. has systematically levied sanctions against Novatek, its Arctic LNG 2 projects, the assembly yard and numerous heavy lift vessels.

Newly sanctioned companies include Singaporean Red Box Energy Services whose vessels Audax and Pugnax carried modules across the frozen Northern Sea Route this winter.

While the measures have had some success in slowing down construction, they have thus far been unable to stop the transport of prefabricated LNG modules from five shipyards across China.

This isn’t the first time Wei Xiao Tian Shi has transported LNG modules for Arctic LNG 2. In September 2023, the vessel carried modules 2-TMR-003 and 2-TMR-004.

At the time the ship was called Fan Zhou 10. According to ship registry platform Equasis, the vessel recently underwent an ownership change from Jiangsu Fanzhou Shipping Company to Smiling Angel Shipping.

What EU Sanctions on Russian LNG Would Mean for Global Gas

Since the start of Russia’s invasion of Ukraine, Europe and its allies have looked for ways to curb Moscow’s fossil fuel revenues without inflicting higher energy costs on their own citizens. The latest plan: ban use of European Union ports for re-exporting liquefied natural gas.

Russian producer Novatek PJSC relies on stopovers in the EU to move Arctic fuel from ice-class ships onto conventional tankers. While choking off its access won’t prevent cargoes from reaching Europe — where LNG imports from Russia have actually increased in the aftermath of the war — it will make it harder to send them onward to third countries in Asia, potentially angering key buyers such as China or India.

EU policymakers are discussing the move as part of their 14th package of sanctions against Russia. While it isn’t an outright ban, it would mark the first time Europe enforces concrete measures against Russian LNG.

If approved, the measure may lead to even more Russian fuel circulating in Europe. It would also likely trigger contractual challenges for European logistics firms and political backlash from other gas-buying nations.

What exactly will be sanctioned?

To optimize shipping costs, the Arctic-based Yamal LNG project — led by Novatek — relies on the ports of Zeebrugge in Belgium and Montoir in France to transfer cargoes from its 15 ice-class vessels onto conventional tankers. Typically, an arriving ship discharges at the terminal and a standard LNG carrier loads at about the same time. That will no longer be possible under the ban.

For Yamal LNG, the stopovers are necessary to allow highly-specialized vessels to return to the Arctic plant, where conditions are too harsh for regular ones. Ship-tracking data indicate that up to eight Russian cargoes are transshipped in Europe in some months, although the number varies and drops significantly during summer and autumn, when the Northern Sea Route across the Arctic has less ice and provides faster access to China.

What will it mean for European LNG purchases?

EU imports of Russian LNG totaled 14.4 million tons last year, according to consultant Energy Aspects Ltd. Transshipments, where the fuel is transferred, made up 2 million tons. A likely scenario is that a ban will lead to those extra volumes remaining in the bloc, where Russian LNG already holds a share of about 13%.

For example, Novatek could unload cargoes meant for Asia in Europe and use locational swaps, said James Waddell, head of European gas and global LNG at Energy Aspects. This means it would source gas elsewhere to supply Asian customers.

As a result, that “would open up European governments to accusations that they are turning up their Russian LNG supply while claiming they are trying to minimize it,” Waddell said.

Will Russian LNG production suffer?

The sanctions would further complicate shipping logistics for Russia and force specialized vessels to travel over longer routes. Global fleets are already avoiding the Red Sea after attacks by Yemen’s Houthis, forcing journeys to reroute around Africa. Taking Yamal LNG cargoes directly to Asia would raise freight and logistics costs, according to Energy Aspects, and also tie up the icebreakers for longer.

Russia does have some alternatives: it conducts ship-to-ship transfers near its northern city of Murmansk, which it could use to free up vessels. It can also make use of its Northern Sea Route during summer when ice melts and a variety of ships can access the plant.

If alternative shipping arrangements fail, Russian LNG exports may be reduced. But the country has been pretty resourceful in getting around Western sanctions on oil.

What will the ban mean for Asian customers?

Russian LNG exports to Asian buyers could decline or become more expensive to account for higher freight costs, according to Energy Aspects.

In an extreme scenario, “if Novatek were unable to reconfigure its logistics and Russian LNG exports were shut in, Europe would be disrupting a Russian supply contract with China for 3 million tons per year, which may generate a political backlash from China,” Waddell said.

Relying on the Northern Sea Route or Murmansk transshipment would also depend on ice conditions, shifting supplies to Asia to the second half of each calendar year, he added.

How would European companies be impacted?

European companies such as Germany’s state-owned Securing Energy for Europe GmbH, Shell Plc and TotalEnergies SE rely on transshipments in Zeebrugge and Montoir for Yamal cargoes, according to a contract base published by the global importers’ group.

Those contracts won’t expire until 2038 and 2041, potentially opening the door to force majeure notices or contractual disputes if transshipments are banned.

SEFE, for example, needs Yamal LNG volumes transshipped in Zeebrugge to serve its long-term contract with India’s GAIL Ltd. The chief of the German company told Bloomberg earlier this year that Yamal supplies could stay on the continent if it’s cheaper logistically, while supplying GAIL from other sources. SEFE said it’s monitoring the developments and declined to comment in detail on the potential impact of the sanctions package.

Will there be other losers?

One of the biggest losers might be Fluxys SA, which operates the Zeebrugge LNG terminal. The company built a dedicated storage tank at the terminal to service a 20-year contract with Yamal Trade, a trading arm for Yamal LNG.

The terminal may announce a force majeure in case of sanctions on transshipments, or face penalties as high as €1 billion ($1.1 billion) if it cannot provide Yamal Trade the service for the remainder of the contract’s duration, according to one market estimate.

Should the Belgian government’s actions prevent obligations under the transshipment contract, this would be classified as force majeure, according to the contract terms published on Fluxys’ website.

“It would be bad for the European ports handling transshipment,” said Katja Yafimava, senior research fellow of the Oxford Institute for Energy Studies.

A Fluxys spokesperson said it’s unclear what exactly will be covered by the sanctions, and therefore impossible to estimate the exact impact.

MOSCOW, May 22 (Reuters) – Russia will likely open its first liquefied petroleum gas (LPG) terminal on the Pacific Ocean coast with joint investments from China by the end of 2025, two industry sources said on Wednesday.

Last week, Russian Direct Investment Fund (RDIF) struck an agreement with Chinese petrochemical company Haiwei to finance the marine terminal in Russia’s Far East to ship LPG. It did not provide the timings for the project completion.

The agreement, signed ahead of President Vladimir Putin’s visit to China on May 16-17, envisages investing 7 billion roubles ($77.63 million) in the terminal with annual capacity of 1 million metric tons.

Total investments are seen at around 30 billion roubles.

Traders said LPG supplies from the terminal would make it possible for Russia to reach consumers in the east and south of China, as well as Vietnam, South Korea, Indonesia and other countries.

The terminal in the Sovetskaya Gavan (Soviet harbor) port will help facilitate continuous redirections of Russian energy resources’ exports to Asia from Europe, which introduced sanctions against Russian LPG over the conflict in Ukraine.

China is the world’s largest consumer and importer of LPG, or combination of propane and butane, mainly used as fuel for cars, heating and to produce other petrochemicals.

China’s imports of LPG jumped about 46% to 3.08 million metric tons in March from February, customs data showed last month. The United States remained the top supplier for March with 1.6 million tons, up 38% from the previous month, the data showed.

LPG imports this year may surpass last year’s record of 32 million tons, Chinese consultancy Longzhong Information said.

Russian private company Remstal started terminal construction around five years ago. The construction works have been suspended due to lack of financing and Remstal’s owner, Rifkat Badrutdinov, told Reuters the company expects to resume construction once funds arrive.

Russian LPG exports to China has been steadily rising in the past few years. The terminal will allow increased exports via the sea whereas currently Russia supplies this fuel to the neighbouring country only via rail and roads.

China so far accounts for a small portion of Russia’s LPG exports. It stood at 4.3%, or only 150,000 tons out of a total 3.496 million tons of Russian exports of LPG via rail in 2022.

Afterthought to previous post:

I always wondered why Russia didn’t simply hammer the imported shipments of Western armaments at railroad marshallling yards, collection points, warehouses at the border of those Western countries AS THEY ARRIVED. Why no aggressive air raids of railway lines like those seen in old WW2 combat footage of Allied planes strafing trains, bridges and targets of opportunity? I get that they had no air superiority to fly around with impunity but there are loitering drones that could guide missiles. Maybe that drone capacity was not there for the first year, idk. U.S. Sanctions LNG Carriers and Chinese Yard to Disrupt Russian Energy Projects

New U.S. economic sanctions expand efforts to degrade Russia’s future energy production and export capacity. Measures for the first time target specific ice-capable liquefied natural gas (LNG) carriers and extend sanctions to a Chinese construction yard instrumental in assembling liquefaction modules.

“The Department’s designations constrain Russia’s future energy revenues, building on previous sanctions stalling the development of Arctic LNG 2 and other Russian future energy projects,” a U.S. State Department spokesperson stated.

The U.S. announced measures against seven LNG carriers constructed by the Far East Zvezda shipyard. Five vessels have been launched and are awaiting sea and gas trials, with two more under construction. The vessels in question are Alexey Kosygin, Pyotr Stolypin, Sergei Witte and thus far unnamed hulls Zvezda 044, Zvezda 045, Zvezda 046, Zvezda 047. The first four vessels are affiliated with already-sanctioned Russian operator Sovcomflot.

Six LNGC of the same type built by South Korean Hanwha Ocean, while not directly targeted by sanctions, remain in limbo as the yard has been unable to transfer them to Novatek or operators affiliated with sanctioned Arctic LNG 2.

The ice-capable LNGCs are critically needed to begin exports from Novatek’s Arctic LNG 2 project. The company expects to take delivery of at least two vessels in the coming months. The project was initially scheduled to begin production late last year, but six months later not a single delivery has been made.

Meanwhile, Novatek has been making preparations to assemble a fleet of conventional LNGCs to provide service to its project this summer. Non ice-class vessels are permitted in Russia’s Arctic waters as early as July 1. Nearly a dozen LNGCs have already received permits to travel along Russia’s Northern Sea Route this summer.

In addition to targeting Russia’s transport capacity, the U.S. has for the first time sanctioned a Chinese yard manufacturing large-scale modules for Russia’s LNG projects.

Over the past four years Penglai Jutal Offshore Engineering Heavy Industries has completed a dozen modules, each weighing in excess of 10,000 tons, for Novatek’s Arctic LNG 2 project. The modules are then transported via heavy lift vessels to Russia’s Arctic.

“Today, the Department is designating a PRC-based shipyard operator involved in the manufacture and shipment of highly specialized liquefied natural gas (LNG) modules designed specifically for Russia’s Arctic LNG 2 project,” a U.S. Treasury spokesperson said.

Penglai shipped its modules containing critical liquefaction technology aboard previously blocked vessels, including Audax and Pugnax, as recently as last month. Chinese heavy lift vessel Wei Xiao Tian Shi, is currently en route with two modules from Penglai’s yard to Novatek’s construction site near Murmansk.

Russia’s New ‘Combat Icebreaker’ Heads For Sea Trials

Russia continues to push forward with the rapid renewal and expansion of its icebreaker fleet. In addition to commissioning three new nuclear icebreakers in the last four years, with three more currently under construction, Russia’s first armed combat icebreaker, Ivan Papanin, is now headed for open water factory trials.

Ivan Papanin was laid down in 2017 and is expected to join Russia’s Northern Fleet by the end of 2024. Two additional vessels of the type are under construction for the naval units of the country’s border patrol.

“The patrol ship Ivan Papanin, built for the Russian Navy at the Admiralty Shipyards, has entered factory sea trials. During this stage of the trials, the functioning of the propulsion system and onboard equipment systems will be checked,” the Russia Ministry of Defense announced in a statement.

Unlike nuclear icebreaking vessels operated by state-owned Atomflot, which primarily serve to escort merchant vessels through the icy waters of the Northern Sea Route, the combat icebreakers are equipped with offensive capabilities. They include the 76mm AK-176MA gun and pre-installed launchers for Uran anti-ship and Kalibr-NK cruise missiles.

With a displacement of around 9,000 tonnes Ivan Papanin is around half the size of the delayed U.S. Coast Guard Polar Security Cutter.

Capable of breaking through five and a half feet of ice it will be able to access most of the Arctic Ocean unassisted, except during the depth of winter. Its capabilities are comparable to Norway’s Svalbard icebreaking patrol vessel, though the Russian counterpart will be much heavier armed.

Another new icebreaker also entered into service this week in China, bringing the country’s total number of research icebreakers to three, with a fourth under construction.

The Polar Class 6 vessel Ji Di follows Xue Long 1 and 2. The 5,600 tonnes Ji Di was constructed in just over two years following the awarding of the contract in March 2022. Its operations will be limited to summer and fall in first-year ice conditions.

A larger 9,200 tonnes Polar Class 4 icebreaker named Tan Suo San Hao is under construction simultaneously at the Guangzhou Shipyard. The vessel was launched in April 2024 and is expected to enter into service in 2025.

Meanwhile, a new U.S. icebreaker remains at least 6-7 years into the future, at the earliest. Recent Congressional hearings highlighted ongoing program delays and cost overruns, with construction yet to start more than five years after awarding the contract to VT Halter Marine, now Bollinger.

The Coast Guard’s sole heavy icebreaker, the 50-year old Polar Star, is currently undergoing another round of refurbishment to eke out a few more years of service.

“Major maintenance extends the service life of Polar Star beyond that of its original design,” the Coast Guard explained.

The service life extension program (SLEP) is conducted annually at Mare Island Dry Dock in Vallejo, California. This year’s three-months program includes maintenance and overhaul of the HVAC system, electrical control stations for the boilers, and a complete redesign of the flooding alarm system.

The current refurbishment is the fourth out of five planned phases, which target propulsion, communication and machinery control systems.

Last year’s SLEP phase included installation of a new fire detection system to help contain and fight onboard fires. Polar Star was faced with an onboard fire in 2019.
