Migrants and homeless moved out of Paris ahead of Olympics

The authorities say the relocations are not related to the Games, claiming emergency accommodation centers have reached saturation

 

At least 500 migrants and rough-sleepers have been moved from the capital to rural areasand small towns in France as Paris gears up to host the 2024 Summer Olympics in July and August. The move is seen by humanitarian activists and some local authorities as anattempt to hide the homeless ahead of the event.

 

Some regional mayors have expressed concerns over the new arrivals to their regions. Serge Grouard, the mayor of Orleans in central France, with a population of around 100,000, confirmed to reporters on Monday that there were rumors the move was aimed at “cleaning the deck” in the capital before the Olympics.

 

Grouard said up to 500 homeless migrants arrived in the city without his prior knowledge. “I’m not certain, but obviously the coincidence is disturbing,” he added.New arrivals are offered three weeks in a hotel at the expense of the state, but are then left to get by on their own, he explained. The deputy =mayor of Strasbourg, Floriane Varieras, told AFP that she is facing similar problems==, calling the situation “opaque.” (So there are lot more than 500 homeless in Paris)

 

Some humanitarian activists have also linked the move to the upcoming Summer Olympics, claiming the government launched the campaign to make the French capital “more presentable.” “If the idea is just to hide misery and homelessness and to clear the air before the Olympics, it’s really not working on a humanitarian level,” Paul Alauzy of the NGO Medecins du Monde told Euronews.

 

The state’s regional security office reiterated on Tuesday that the recent relocations were the result of emergency accommodation centers reaching saturation, adding that the measure is unrelated to the Olympics.

 

Some of the relocated people also confirmed to Euronews that they were advised to change regions, with overcrowding given as the reason.

 

France received 167,000 asylum requests in 2023, the second-highest numberin the EU, with migrants mostly from Africa, South Asia, and the Middle East.

 

With demand for short-term emergency accommodation far exceeding supply, makeshift camps regularly emerge around the capital and are periodically raided and broken up by police.

 

France would not be the firsthost of the Olympics to reportedlyresort to these types of measures. In 2008, Beijing’s Olympics clean-upsaw hundreds of beggars and homeless people ousted from the streets, with many shipped back to their home regions. Rio de Janeiro’s homeless were forced out of tourist areas when Brazil hosted the Games in 2016.

Kremlin responds to Zelensky’s remarks on talks with Russia

The Ukrainian president has suggested that a return to 1991 borders is no longer a precondition for negotiations

 

Ukraine must take into account the fact that its borders have changed drasticallysince the beginning of its conflict with Russia, Kremlin spokesman Dmitry Peskov has said, commenting on the prospects for peace talks.

 

Earlier this week, Ukrainian President Vladimir Zelensky suggested in an interview with CBS News that a return to 1991 borders was no longer a precondition for negotiations with Russia. However, he still insisted that Kiev must regain the territory it lost to Moscow in 2022. (What major illegal operations were going on in those territories?)

 

That year, four former Ukrainian territories – Donetsk, Lugansk, Kherson and Zaporozhye regions overwhelmingly voted to join Russia in a public referendum. They followed the Crimean peninsula, which did the same in 2014 after a Western-backed coup in Kiev.

 

Following the 2022 referendums, Zelensky banned all talks with the current Russian leadership, focusing instead on a formula for ending the conflict that calls for a complete withdrawal of Moscow’s forces from all of the aforementioned territories.While Russia maintains it is open to talks with Kiev, it has dismissed that idea as “detached from reality.”

 

Commenting on Zelensky’s remarks, Peskov told RIA Novosti on Saturday that “the geopolitical reality has changed dramatically since the beginning of the special military operation.The borders of both Ukraine and the Russian Federation have changed.”

 

He further noted that Russia has already incorporated the four former Ukrainian regions, emphasizing that this reality “cannot be ignored.”

 

Meanwhile, Russian Foreign Ministry spokeswoman Maria Zakharova suggested that thechange in Zelensky’s stance is due to him being “nervous.” “He has an election coming up. Or no election?” she said. The Ukrainian president has previously indicated he has no plans to green light a vote, citing martial law, which has drawn criticism both at home and abroad.

 

Zelensky’s comments followed a statement by (Big Fat Crybaby) Ukrainian Foreign MinisterDmitry Kuleba, who said that Kiev might engage with Moscow at some point after a summit in Switzerland later this year, which is widely expected to revolve around Zelensky’s peace formula.Russia has said it does not plan to attend the event, even if officially invited.

No ‘direct threat’ from Russia – senior NATO officer

Admiral Rob Bauer has suggested the bloc should get better prepared, while Moscow has dismissed attack speculation as “utter nonsense”

 

There are no signs that Russia is gearing up for an attack on NATO, the head of the bloc’s Military Committee, Admiral Rob Bauer, has said.

 

Speaking to reporters in Riga on Friday, Bauer, who commanded the Dutch armed forces between 2017 and 2021, said that “there is no indication that Russia is planning to attack any NATO member state.”

 

While stressing that he did not think “there is a direct threat,”he suggested that “Russia’s ambitions go beyond Ukraine.” Bauer said that meant that the US-led military bloc should be better prepared for a possible stand-off.

 

He also weighed in on the upcoming US election in November, which is almost certain to be a re-match between former US President Donald Trump and incumbent Joe Biden.

 

The admiral said that he was not afraid of a Trump victory, explaining that the republican's controversial statements about NATO were directed not at the bloc itself, but rather at the fact that some members need to ramp up defense spending.

 

Speaking at a campaign rally last month, Trump recalled a conversation with an unnamed NATO leader while he was in office. According to his account, he told his counterpart that he would not protect his country from Russia unless it pays its defense bills.

 

Many NATO states have for years struggled to reach an agreed threshold of 2% of GDP for defense spending, but the process gained momentum after the start of the Ukraine crisis in 2014 and especially after Russia’s military campaign against Kiev began in 2022.

 

According to NATO Secretary-General Jens Stoltenberg, a total of 18 members of the bloc are expected to meet the guideline in 2024. The NATO chief has also said that European members of the bloc will invest $380 billion in defense this year. (At this point NATO have 28, 29 members, so 10 countries are not meeting 2%)

 

This comes as numerous Western leaders have warned in recent weeks that Russia could unleash an attack on NATO within a few years. However, Russian President VladimirPutinhas dismissed speculation that Moscow could launch an offensive against the US-led military bloc as “utter nonsense” designed to “beat the money out” of the populations of Western countries.

Pentagon overspent $400 million in Ukraine aid – audit

The US Navy “did not have adequate internal controls to prevent overexecution” of allocated funds, the department’s watchdog has said

 

The US Navy has overspent hundreds of millions of dollars in aid to Ukrainedue to recurring accounting errors, according to a Pentagon watchdog’s report that warned the service branch may not have the funds to cover the shortfall next time.

 

The report released on Tuesday by the US Department of Defense Office of Inspector General (OIG) stated that “theNavy overexecuted its funding three times during fiscal year 2022”when it came to Ukraine supplemental assistance.(not an accounting error, guaranteed)

 

While the US Navy appropriated around $1.7 billion in funds to Ukraine, the watchdog found that the branch “overexecuted its allotment of Ukraine assistance funds… totaling $398.9 million.” The overspending was due to theNavy’s failure to address long-standing problems with its automated accounting system.(i don’t believe any of this.)

 

As a result, accounting errors had to be corrected manually on several occasions, leading the OIG to stress that “theNavy did not have adequate internal controlsto prevent over-execution of funds from reoccurring.” It added that the military branch also focused on identifying errors after they had already taken place, rather than preventing them.

 

The OIG warned that while the Navy had resources to cover the difference, “such funds may not be available in the future.”

 

While the US has become one of Ukraine’s most prominent donors, with Washington allocating around $113 billion to the embattled nation since the start of the conflict,major concerns have arisen about misuse of the funds.

 

An OIG report in January found that thePentagon did not properly track $1 billion worth of weaponsand other military equipment. This came amid the White House’s long-standing assurances that there was no evidence that weapons had been stolen, despite Ukraine’s reputation for rampant corruption.

 

Moreover, the Pentagon watchdog announced last month thatit had opened more than 50 cases into possible “theft, fraud or corruption, and diversion” of military aid to Ukraine.

 

One of the cases highlighted by Robert Storch, the OIG head, involveditems arriving in Poland before disappearing from a shipping manifestonce they were sent across the border into Ukraine.

 

Russia has consistently denounced the arms shipments and repeatedly warned of weapons spillover,alleging that the equipment finds its way onto the black marketand into the hands of organized crime and terrorists.

 

(Guaranteed if OIG could honestly do an independent review of every agency in US they would find a $900 billion or a Trillion or more dollars stolen and wasted, but Congress gives them more money.)

Foreign fighter in Ukraine confirms mercenary deaths

At least 20 Poles have died in battle, Piotr Mitkiewicz told RMF radio

 

At least 20 Polish nationals fighting for Kiev have been killed in battle, according to one soldier of Ukraine’s foreign legion, who spoke to Polish radio on Friday.

 

Piotr Mitkiewicz joined the ‘International Territorial Defense Legion of Ukraine’ in May 2022 and has frequently spoken to Polish media about his experiences. His latest testimonial was on Krakow-based RMF radio’s Morning Talk.

 

“There are not many,” he said when asked how many Poles were fighting for Ukraine. “I have been there the longest and I know most of those who are there. But I will say this: Up to 20 of us have died.”

 

Mitkiewicz’s estimate is far lower than official Russian accounts, however. Earlier this month, the Russian Defense Ministry put thenumber of Polish mercenaries killed since the start of the conflict at 1,497– more than half of the 2,960 that have enlisted for Ukraine’s cause.

 

The Polish mercenary also gave a harrowing account of what it’s like to be on the battlefield.

 

“Everything wants to kill you,”he told RMF. “There are mines under your feet. A man can get within 30 meters of you and throw a grenade. At 100 meters, there is a man with a [Kalashnikov]. There’s a guy standing 400 meters away with a heavy machine gun, he also wants to kill you. There’s a sniper 800 meters away. A tank is shooting from two kilometers away, and there’s artillery 10km away, also shooting at you.”

 

First Person View (FPV) drones are the latest battlefield horror, Mitkiewicz said, noting that they have “changed all tactics, changed this war.”

 

Commercial remotely piloted UAVs were initially used for observation,until both the Russians and Ukrainians began equipping them with improvised munitions. Purpose-built killer drones are now being used by both militaries.

 

Moscow has estimated that at least 13,387 foreign fighters have taken up arms on behalf of Kiev, of which 5,962 have been killed. While Poland has accounted for most of the mercenaries, theUS was second on the list, with 1,113 fighters – of which at least 491 have been killed, according to Russian military estimates.

Kiev’s foreign minister is visiting New Delhi to seek support for a ‘peace formula’ rejected by Moscow

 

Ukrainian Foreign Minister DmitryKuleba has claimed India’s ties with Russia have “no future,” unlike relations between New Delhi and Kiev. The Ukrainian diplomat met his Indian counterpart, Subrahmanyam Jaishankar, in New Delhi on Friday to seek support for Kiev’s ‘peace formula’ in the conflict with Russia, even though the plan has long been rejected by Moscow.

 

Speaking ahead of closed-door talks on Friday, Jaishankar said Kuleba’s visit “gives us an opportunity to understand the situation in your own region…Our teams have prepared a very substantial agenda for discussions.”There is also a “certain momentum” in the bilateral relationship between the nations, the Indian diplomat added.

 

“We paid specific attention to the Peace Formula and next steps on the path of its implementation,” Kuleba noted in a post on X (formerly Twitter), commenting on the discussions. The so-called peace formula proposed by Ukrainian President Vladimir Zelensky in 2022 calls for the non-negotiable return of all of Kiev’s former territories, the withdrawal of all Russian troops without preconditions, and an international tribunal for Russian leaders.

 

On Thursday,Kuleba claimedin an interviewwith Indian TV channel NDTV thatNew Delhi’s relationship with Russia is based on the Soviet legacy, which is “extinct and has no future.” In contrast,Ukraine-India relations have “more [of a] future,” he insisted, while suggesting that India could “influence the way Russia behaves” because of its close ties to Moscow. (Get this, one if not the oldest country, and civilization in the world, is being told bya Nazi country, that has never really been recognized as sovereignis telling them, they are antiquated and don’t know what they are doing.)

 

Kuleba’s statements come in sharp contrast with New Delhi’s assertionsabout its “time-tested” relationship with Russia and its outlook on the conflict. During a recent visit to Singapore, Jaishankar stressed that New Delhi and Moscow have “always had a positive relationship” and take “extra care” to look after each other’s interests. Bilateral trade between the two countries surged to $65 billion last year, boosted largely by Indian imports of Russian oil.

 

Speaking in Malaysia on Wednesday, Jaishankar also reiterated India’s position that theUkraine conflict can only be resolved by diplomatic means. “We took the position from the start, thatyou’re not going to get a solution to this conflict on the battlefield,” he said. Last week, Indian Prime Minister Narendra Modi similarly advocated “consistent support” for peace efforts and “bringing an early end to the ongoing conflict” during a phone call with Zelensky.

 

In his interactions with the media, Kuleba stressed the importance of India’s voice as the leader of Global South, as Ukraine seeks to persuade New Delhi to participate in a peace summit hosted by Switzerland later this year. The date as well as the list of participants has yet to be announced.

 

“India can play a very important role in bringing together more nations from the Global South… if India sits at the table of the peace formula, the initiative put forward by Ukraine to find a diplomatic solution to the war, then many other nations will feel much safer and comfortable sitting next to India and they will come and join this effort,” Kuleba said. India, however, has been skeptical about peace talks that do not include Russia, Bloomberg recently reported, citing officials. New Delhi continues to maintain strong political and economic ties with Moscow despite Western pressure.

 

According to Moscow, that Zelensky’s plan includes a number of unrealistic terms, while legitimate Russian interests are being ignored. Russian Foreign Ministry spokeswoman Maria Zakharova earlier this month saidMoscow has no intention of participating in a proposed peace conference, even if it is officially invited. "This forum will be dedicated to promoting the ultimatum ‘Zelensky peace formula,’ although its Swiss organizers pretend that they are looking for a common denominator in the peace initiatives of different countries,” Zakharova stated.
