He's totally wrong about the breaker in the strip saving the boy.
A simple breaker doesn't stop an electric shock. Sucha breaker would typically be 13A or 15A, and would not trip for several 10s of milliseconds, plenty of time to fry an heir.
There may have been a GFCI outlet or breaker at the board. In fact I can see no other way that the boy didn't get hurt
