You nailed that 100% correct. If you watched their training video that was on this board a while ago, the trainer told cops to detain people until you agitate them and cause a situation. The bad part wasn't that he was laughing about it, it was that not one cop arrested him that was being trained but laughed along with him. They are the cabal and why that guy wasn't arrested for killing. He collects his retirement and is probably working somewhere else in the local mafia government, while that innocent man lies in a grave.
