A 6 ring target is set at 14.80 in dia(single hand slow fire standard) usually set for 25 yards with a smaller caliber such as 22. Realize .223 is very similar bullet, aside of the huge amount of powder behind that sucker.
So this guy had a rifle(with likely no recoil), bipod, optics, and comfy chair and hit a bullseye for 15" target at 25 yards.
