Anon digs are often not notabled. One of the reasons is that bakers have maybe 15 seconds to evaluate whether notable or not. While it's easy to do so with articles, digs are often not presented with enough formatting or background info to allow baker to easily eval. Sometimes over the course of a bread, other anons will develop a dig, and then baker can go back and put it together.
Tips:

name the Dig and put it in bold

include a brief description so bakers who weren't here last bread know 'sup

organize it succinctly

include past posts on the dig and/or links

point bakers to relevant Q posts etc in a way that's easy to follow
sometimes fuckery but that's rare.
sometimes baker just doesn't see the dig as useful, try to show why it is.
i've often reposted at least twice to get something in. bonus: gives the dig more exposure
