the correct response to "too many foia requests" is not to sue your citizens, it is for you (government) to radical transparency - make every email, every document, everything, public information. create an office for public disclosure whose only job is to redact ss numbers, etc. and house everything in a publicly searchable database.

voila - no more government grift or corruption, and no more (or very few) foia lawsuits.
