U.S. Coast Guard Encounters Chinese Military Ships in Bering Sea

Mike Schuler July 11, 2024

The U.S. Coast Guard encountered multiple military ships from the People’s Republic of China in the Bering Sea over the weekend.

On Saturday and Sunday, the crew of the USCGC Kimball (WMSL 756) detected three vessels approximately 124 miles north of the Amchitka Pass in the Aleutian Islands, while an HC-130J aircrew from U.S. Coast Guard Air Station Kodiak identified an additional vessel about 84 miles north of the Amukta Pass.

All four Chinese vessels were transiting in international waters but within the U.S. Exclusive Economic Zone, which extends 200 nautical miles from the U.S. shoreline.

“The Chinese naval presence operated in accordance with international rules and norms,” stated Rear Adm. Megan Dean, Seventeenth Coast Guard District commander. “We met presence with presence to ensure there were no disruptions to U.S. interests in the maritime environment around Alaska.”

The Chinese vessels responded to U.S. Coast Guard radio communication, stating their purpose as “freedom of navigation operations.” The Coast Guard cutter Kimball monitored the ships until they moved south of the Aleutian Islands into the North Pacific Ocean. The Kimball continues to oversee activities in the U.S. Exclusive Economic Zone to ensure the safety of U.S. vessels and international commerce.

The Coast Guard, in coordination with U.S. Northern Command, was fully aware of and tracked the Chinese naval presence. Similar encounters with Chinese surface action groups occurred in September 2021 and 2022 in the Bering Sea.

The Kimball was patrolling under Operation Frontier Sentinel, a Coast Guard initiative designed to respond to strategic competitors operating near U.S. waters. The U.S Coast Guard’s presence aims to strengthen the international rules-based order and ensure operations adhere to international norms.

The Coast Guard Cutter Kimball is a 418-foot legend class national security cutter based in Honolulu, Hawaii.

U.S. Military to Shut Down Humanitarian Pier Operation in Gaza

Reuters July 11, 2024

WASHINGTON, July 11 (Reuters) – The U.S. military’s humanitarian pier off the coast of Gaza, which has been hampered by bad weather and aid distribution problems, will shut down soon, President Joe Biden’s administration said on Thursday.

Biden announced in March plans to put the pier in place for aid deliveries as famine loomed in Gaza, an enclave of 2.3 million people.

While the pier has brought in 8,100 metric tons of aid to a marshaling area on Gaza’s shore since it started operating in May, the 1,200-foot-long (370-meter-long) floating pier has had to be removed multiple times because of bad weather.

Much of the aid has not reached hungry Gazans after the U.N. World Food Programme paused operations in June because of security concerns.

Pentagon spokesperson Air Force Major General Patrick Ryder said the military unsuccessfully tried to re-anchor the pier on Wednesday. There was no new date for a re-anchoring, but the effort would soon end.

“The pier has always been intended as a temporary solution to enable the additional flow of aid into Gaza during a period of dire humanitarian need … the pier will soon cease operations,” Ryder said.

U.S. officials have told Reuters that the pier operations could shift to the Israeli port of Ashdod as soon as next week, when aid meant for the pier in Cyprus could dry up.

White House National Security Adviser Jake Sullivan told reporters that the pier had helped bring urgently needed food and humanitarian aid to Gaza, but there were now additional supplies entering the Palestinian enclave via land routes.

“The real issue right now is not about getting aid into Gaza. It’s about getting aid around Gaza effectively,” he said, citing lawlessness, armed gangs and in some cases, the Hamas militant group trying to disrupt aid distribution.

The United Nations has long said maritime deliveries were no substitute for land access. It said land routes needed to remain the focus of aid operations in the enclave, where a global hunger monitor last month said there is a high risk of famine.

“We welcomed the pier as an additional resource while it worked. We will keep pushing for what we actually need, which is large-scale road transfer of aid into Gaza,” U.N. spokesperson Stephane Dujarric told reporters.

The U.N. had been overseeing transportation of aid from the pier to WFP warehouses. But that involvement was suspended for a security review after a June 8 hostage-rescue mission in the area by the Israeli military.

Late last month, WFP said it had arranged for commercial operators to instead start clearing aid that has accumulated at the pier to avoid spoilage.

The U.S. military estimates the pier will cost more than $200 million and involve about 1,000 service members.

Diana Shipping finds work for panamax bulker with Cargill

Bojan Lepic July 12, 2024

New York-listed Greek bulker owner Diana Shipping has entered into a time charter contract with Cargill for one of its panamax dry bulk vessels.

Cargill hired the 2014-built, 77,539 dwt ice-class bulker Atalandi. The gross charter rate is $14,600 per day, minus a 4.75% commission paid to third parties, for a period until a minimum of June 1, 2025, up to a maximum of July 31, 2025. The charter is expected to commence on July 19, 2024.

The employment of the bulker is anticipated to generate approximately $4.57m of gross revenue for the minimum scheduled period of the time charter.

Upon completion of the previously announced sale of the Houston, Diana Shipping’s fleet will consist of 38 dry bulk vessels – four newcastlemaxes, eight capesizes, five post-panamaxes, six kamsarmaxes, six panamaxes, and nine ultramaxes.

The company also expects to take delivery of two methanol dual fuel new-building kamsarmax dry bulk vessels by the second half of 2027 and the first half of 2028, respectively.

Currently, the combined carrying capacity of the fleet including the Houston and excluding the two vessels not yet delivered, is approximately 4.4m dwt with a weighted average age of 10.94 years.
