You have no idea what technology exists. We know there are anti-riot wave devices that can trigger immune responses to make people think they are burning. It causes them to flee and disperse. It's not hard to imagine the crowd could have been beamed to cower. I'm not saying it happened or that it's likely. I'm saying it didn't.
They would know what crowds are most likely to do in that situation. Everybody cowered instead of fled. It might be that people don't want to stand up to get shot.
