What happens to the legal US Citizens (if another Civil War or Revolution takes place) if other countries were to get involved with the war?

If the winning American side was aided by foreigners who make the new rules… would all American Citizens ne required to follow the new laws?

As an everyday regular American, I have no idea about military laws or international politics… but after that assassination attemp I really am concerned about the future of the USA and the changes that might take place if Covil or Revolution wars were to happen again.

Would we be ready for it?
