The sad part is, is that many times these issues are settled after the lose of lives in many cases. Now here is the kicker, I built an election/recall voting application that could resolve these issues but no one seems to care. I think it is because those in power wouldn't want to approve it because they could be kicked out of power, and those that lose can't approve anything because they do not control such budgets. Maybe one day, after more destruction and bloodshed.
