Thats ass backwards. You start with the mayor, get him and lock him up. The the districts get their reps and lock them up. The all the districts band together and get the governors, lock them up. Finally, all the states band together and pry the President out and lock him up. Once the military sees its only them and him, they'll allow it. Thats how its built from the ground up.

There is no way to rationally reconcile Venezuelan elections are rigged but American/European elections are not when they are using the same machines. People will start to understand that very soon. We could push the question if we wanted too.
