This has to be, there is no other explanation. One way to quickly get rid of about half the bad cops is to do a independent surprise drug test for any steroids or other agents. If the top cop is compromised and they do the hiring then the whole tree is corrupt. As a programmer the solution is fine grained filtering and that is done by elections, interviews, and constant reviews by We the People.
