Yes, Putin reads and speaks French just fine. He is fluent in German so it is not too hard for a Russian who knows a second language closely related to English, to learn English itself.
Mostly he just follows protocol and speaks only Russian because that plays really well to the folks back home. Also, he has a strong accent when he speaks English so he avoids it. There was one world leader event where everyone had to perform a song, and Putin played the piano and sang Blueberry Hill.
He sounds much more like a strong man in Russian than in English.

There are a lot of other sites. And for whatevrer language you choose, there are probably a bunch of blogs that will help you learn. I recommend a really usable language like Russian or Mandarin or Spanish where you have lots of opportunity to travel or to meet immigrants in your own country and talk to them. When I lived in California's Silicon Valley for a year, I spoke Spanish every day, read the free newspapers, listened to Spanish radio stations. Everybody in Silicon Valley who worked in a restaurant or a store, spoke Spanish. They were often shocked by an Anglo speaking it to them, but they never demanded me to switch to English.
