Here's a rough approach: Stellarium (free software) does the job quite nicely.
If image is not inverted etc, then view (via GoogMaps) is about SSE (roughly south) toward clock tower.
Position: 51 deg 30 mins N, 0 deg 7 mins W
Image is after sunset.
Belt is visible South on 2013-10-09 at 04:30 (local)
Belt visible South on 2013-11-11 at 01:11 (local)
meaning belt travels West every night at the same time or, the belt is earlier in the same position every night.
Belt is above south at some civilized times (i.e. cars, pedestrians etc, 19:00-21:00) between roughly end Jan thru end of Feb – in March at that time, the Sun has not quite set yet.
