If image is not inverted etc, then view (via GoogMaps) is about SSE (roughly south) toward clock tower.

meaning belt travels West every night at the same time or, the belt is earlier in the same position every night.

Belt is above south at some civilized times (i.e. cars, pedestrians etc, 19:00-21:00) between roughly end Jan thru end of Feb – in March at that time, the Sun has not quite set yet.

Not too late in a big city as London to have pedestrians around and cars, and belt is visible SSE, so maybe about 20 mins earlier.

Hyde Park Winter Wonderland (if related to the two's visit) is from 11/17 thru 01/01.

They could have been there twice however – one would have to review official fbi travel expenses for those years to check if tax payer paid for it, or if it is logged anywhere.
