seems to something about an anon repeatedly objecting to notables after the fact (final already posted)

spammed complaints are still spam
i did reverse the ban, it's against policy
spammed complaints however will be deleted
if you have a specific complaint about a specific notable, must be made early enough for baker to evaluate
if baker disagrees, notable will stand unless there are a lot of anons using solid arguments against the notable
