There are countless people who ride gas and electric powered fat tire bikes that are designed to navigate forests and trails, and I am sure that area has quite a few of them. There are 1000 - 3000 watt portable power banks too that can be easily caried and portable solar power array that can be setup too as teams navigate into affected zones. That along with drones and some short wave radios can easily allow teams rapid communications. There are portable battery operated bike tail lights that can be seen for miles away and work for hours at a time that can be used a signaling devices. Those fat tired bikes can go a minimum of 20 miles to as much as 100 miles on a single charge. Ask the public to either help out or loan their bikes, they will be more than happy to assist.
