Last week, DPS Special Agents assigned to the San Antonio TAG arrested not one, but two Tren de Aragua (TdA) gang members during a traffic stop in San Antonio. The San Antonio Police Department and Homeland Security Investigations (HSI) were also involved. The two men were detained at the request of HSI and eventually transported to a federal detention center.

 

DPS is seeing TdA activity happening across the state. (The below shows just a small sampling of the activity that has been previously recorded.)

A significant portion of the night shift booster integration team. They work tirelessly, putting in 5-6 days 12-hour shifts to make this a reality. They are some of the hardest working individuals I've ever met and truly deserve recognition. This team takes all the engineering data and carries out the integration work. I've spent considerable time with them, and we have installed over eight Raptors in a single shift! What they do is nothing short of incredible, and none of this would be possible without their dedication.

Alien Enemies Act

The Alien Enemies Act (officially "An Act Respecting Alien Enemies") was passed to supplement the Alien Friends Act, granting the government additional powers to regulate non-citizens that would take effect in times of war.[3][4] Under this law, the president could authorize the arrest, relocation, or deportation of any male over the age of 14 who hailed from a foreign enemy country.[5] It also provided some legal protections for those subject to the law.[6] Unlike the other acts, this act was largely unopposed by the Democratic-Republicans.[2]:โ€Š249โ€Š

 

The Alien Enemies Act was not allowed to expire with the other Alien and Sedition Acts, and it remains in effect as Chapter 3, Sections 21โ€“24 of Title 50 of the United States Code.[7] President James Madison invoked the act against British nationals during the War of 1812.[8] President Woodrow Wilson invoked the act against nationals of the Central Powers during World War I. In 1918, an amendment to the act struck the provision restricting the law to males.[9]

 

On December 7, 1941, in response to the bombing of Pearl Harbor, President Franklin D. Roosevelt used the authority of the revised Alien Enemies Act to issue presidential proclamations #2525 (Alien Enemies โ€“ Japanese), #2526 (Alien Enemies โ€“ German), and #2527 (Alien Enemies โ€“ Italian), to apprehend, restrain, secure, and remove Japanese, German, and Italian non-citizens.[10] Roosevelt later cited further wartime powers to issue Executive Order 9066, which interned Japanese Americans using powers unrelated to the Alien Enemies Act.[11][12] Hostilities with Germany and Italy ended in May 1945, and President Harry S. Truman issued presidential proclamation #2655 on July 14. The proclamation gave the Attorney General authority regarding enemy aliens within the continental United States, to decide whether they are "dangerous to the public peace and safety of the United States," to order them removed, and to create regulations governing their removal, citing the Alien Enemies Act.[13] On September 8, 1945, Truman issued presidential proclamation #2662, which authorized the Secretary of State to remove enemy aliens that had been sent to the United States from Latin American countries.[14] On April 10, 1946, Truman issued presidential proclamation #2685, which modified the previous proclamation, and set a 30-day deadline for removal.[15]

 

In Ludecke v. Watkins (1948), the Supreme Court interpreted the time of release under the Alien Enemies Act.[16] German alien Kurt G. W. Lรผdecke was detained on December 8, 1941, under Proclamation 2526, and continued to be held after cessation of hostilities.[17] In 1947, Ludecke petitioned for a writ of habeas corpus to order his release, after the Attorney General ordered him deported. The court ruled 5โ€“4 to release Ludecke but also found that the Alien Enemies Act allowed for detainment beyond the time hostilities ceased until an actual treaty was signed with the hostile nation or government.[18]

DICKENSON COUNTY, Va. (WSET) โ€” In May a federal grand jury in Virginia indicted 17 people for conspiring to defraud the United Statesby filing fraudulent claims for pandemic unemployment benefits, according to the Department of Justice.

The DOJ said the group stole a total of $341,205 in pandemic relief money.

โ€œThe COVID-19 global pandemic significantly influenced the world economy and caused increased unemployment and jobless claims throughout our country,โ€ said United States Attorney Christopher R. Kavanaugh. โ€œMany Virginians who lost their jobs due to the pandemic were able to endure because of the CARES Act. However, some cheated the system and diverted resources intended to help those most affected by the pandemic, and my Office remains committed to not only recovering fraudulently obtained funds, but also vigorously prosecuting those responsible.โ€

The DOJ said it all started back in March 2020, when three people named Josef Brown, Jonathan Webb, andCrystal Shawstarted scheming. Officials said they gathered birth dates, social security numbers, and other personal identification of people who were incarcerated atHaysi Regional Jail in Dickenson County. Then they filled out unemployment claim forms for each of the inmates, the DOJ said.

"In all, the defendants stole $341,205 in pandemic relief to which they were not entitled," The DOJ said.
