The tweet by RFK in regards to DOD directive he "mistakenly" labeled as 5250.01 instead of 5240.01 is interesting. 5250.01 had a "incorporating change" on 8/29/17.

Trying to understand what this change means. I'm thinking weather modification programs, but uncertain.

Need to do more digging.
