And this is why Trump did not act during BLM riots. He knew what [their] plan was or is. That's why he left it up to the Democratic leadership to decide if they wanted help or not. If a Dem leader in those cities and states would have said, "We need help from the Federal Government", Trump would have then quickly put those riots down, but he did not fall for their trap.
Instead, he let the Dem leadership actually take the blame for not determining that their Dem cities needed help.
Trump ran the government the way it was supposed to be ran: Let local and state governments and leaders determine the legitimacy of the crisis, and allow them to ask the Fed gov for extra help if needed.
None of them did this…they allowed their cities to burn to provoke a response from Trump. He would be blamed for all the destruction, mayhem, and death.
