Dogs is the word to describe creatures outside the gate of the heavenly city walls. It's a specific type of evil. The hounds of hell. For mankind, dogs are the most loyal creatures on earth. The hounds of hell are no less loyal to their masters of hell. Dogs when used negatively is a reference to that condition.

Simplest idea is that rabid dogs are put down because with rabies, a dog won't stand down on its own.

Rabies is a nearly sentient condition, similar to the side effects of demon possession. In fact, if the cabal could make rabies airborne, things would have ended long ago for humanity. But God kept them from doing that, so we could complete our time here on earth.
