I think that Brennan Center, Abbott's declaration, Milligan case, and Northcom website ( they recently changed their site and removed the most helpful info about what happens next) are the most helpful for understanding the process.

Focus on "missing" it's legal definition to the Military is someone who is not at the location they are supposed to be as opposed to common use of the word meaning kidnapped or such.
