Bankman-Fried lieutenant builds fraud detection tool for prosecutors

NEW YORK (Reuters) - The former FTX executive who wrote computer code that enabled his imprisoned former boss Sam Bankman-Fried to steal billions of dollars from cryptocurrency customers has built software to help the U.S. government uncover fraud in the stock market.

 

Federal prosecutors made the disclosure in a Wednesday court filing seeking leniency for Gary Wang, FTX's former chief technology officer, at his scheduled Nov. 20 sentencing before U.S. District Judge Lewis Kaplan in Manhattan.

 

Wang is also building a tool to help spot crime on cryptocurrency exchanges, according to the filing.

 

"The tool has sufficient potential value to the government," the U.S. Attorney's office in Manhattan said. "Wang's willingness to use his skills proactively, to help detect other criminal activity in financial markets, distinguishes his cooperation."

Banks flood US debt market in biggest single-day raise since 2016, BMO says

(Reuters) - Banks raised $23.5 billion by issuing investment-grade bonds on Tuesday, the biggest debt issuance by financial institutions in a single day since the beginning of 2016, as they anticipate potentially higher interest rates next year.

 

The $23.5 billion in debt issued by financial institutions accounted for 78% of Tuesday's total $30.15 billion in high-grade bond sales, which was the fifth-largest day of overall issuance in 2024, according to a Wednesday report by BMO Capital Markets.

 

"From yesterday's flood of issuance, it seems like banks are issuing bonds now to get ahead of what could happen next year with rates" under President-elect Donald Trump's administration, said Jack McIntyre, global fixed income portfolio manager at Brandywine Global.

 

"(We) will have to see what happens with risk, assets, uncertainty and volatility the rest of the year into the new year."

 

Tuesday's largest note offering came from HSBC, which sold $6.5 billion in bonds to fund a tender offer for the bank's notes due in 2025 and 2026, according to International Financing Review.

 

Other banks that issued debt on Tuesday include BNP Paribas SA, Citigroup, Goldman Sachs, Huntington Bancshares, Societe Generale and Westpac.

Pennsylvania US Senate race will go to a recount

 

WASHINGTON (Reuters) - The unofficial results in the race for the U.S. Senate seat in Pennsylvania have triggered a legally required statewide recount, Commonwealth Secretary Al Schmidt said on Wednesday.

 

Democratic Senator Bob Casey and Republican Dave McCormick have vote totals within the one-half of 1 percent margin that triggers a mandatory recount under state law, Schmidt said in a statement.

New York governor to relaunch Manhattan congestion charge plan, source says

 

(Reuters) - New York Governor Kathy Hochul on Thursday plans to announce the state plans to revive a congestion charge in Manhattan that she indefinitely put on hold in June, a source told Reuters.

 

New York City's congestion pricing program, the first of its kind in the U.S., was initially to have charged a toll of $15 during daytime hours for passenger vehicles driving in Manhattan south of 60th Street starting June 30. Hochul plans to announce a revised program is expected to have a base charge of $9 for passenger cars, the source said. The plan was reported earlier by media outlet Gothamist.
