What happens is the H1b research assistants and other spies (looking at you, Confucius Institute) communicate the new innovations in real time, as they're being developed, to Israel, China, etc. Thus there are products already on the market using this stolen technology before the USA-based originators have a chance to publish, much less market, their innovation.
Many of the H1b types are recruited and employed pursuant to agreements between companies with intertwined ownership. They do this as a planned way to transfer tech without being restricted by laws, trade agreements, tariffs, etc.
