The first clause of Article II Section 2 of the Constitution provides: “The President … shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.”
The president CAN pardon someone for treason because it is a federal offense against the US.
To get Hunter, we would need some states to bring charges against him. He is only pardoned for federal offenses, not state offenses. President cannot pardon for state offenses.
