I don't know. Trump has only two realities when it comes to Smith-Mundt;

A. He knows about it. Which means we can watch what he does (or does not) do.

 

B. He does not know about it; which means he is ignorant of such a monumental element of the government; which would make him not really worthy of holding the office of the Presidency.
