After a fire like that they isolate every plot and it must be treated as hazardous waste. It requires certified workers (FEMA contracted) with PPP outfits. The top six inches of dirt is removed and taken to a registered toxic site disposal. Every site must be photographed and every load taken off the property tagged and recorded.

I know this because my community is still recovering from a major wildfire this summer.
