the packing of districts with non voting foreigners that are counted for purposes of allocating districts creates districts with varying numbers of voting citizens.

perhaps all districts should always have equal numbers of voting citizens.

theoretically a district could exist that is only non voting foreigners and a few who know this and set up shop as the hedgemons of that district.

and plus it takes a generation or two for the foreigners to come to understand that the democrats don't care about them and are just using them.

something has to be done to reform the districting and also to reform the profiteering off of 'voucherized free-its-me welfare' and those who agree to be poor for the purposes of the profiteers who live for free, very richly, off of the welfare system.
