Kristi Noem confirmed as secretary of homeland security

The South Dakota governor was confirmed 59-34 in the Senate.

ByLuke Barr

January 25, 2025, 12:04 PM ET

South Dakota Gov. Kristi Noem, the firebrand who gained a national spotlight during the coronavirus pandemic, was confirmed by the Senate on Saturday.

The vote was 59-34.

During her confirmation hearing, Noem said the southern border is "not secure" and that she will help to fix it.

"President Trump needs to achieve this mission because two-thirds of Americans support his immigration and border policies, including the majority of Hispanic Americans," Noem said in her opening statement. "I was the first governor to send National Guard troops to our southern border when Texas asked for help and when they were being overwhelmed by an unprecedented border crisis. If confirmed as secretary, I'll ensure that our exceptional, extraordinary Border Patrol agents have all the tools and resources and support that they need to carry out their mission."

The Department of Homeland Security already shut down the CBP One app, which allowed migrants to make appointments at the border to claim asylum – something Noem promised the Senate Homeland Security and Governmental Affairs Committee she'd do.

Noem will oversee 22 agencies with more than 260,000 employees who work on issues ranging from the border to federal disaster management to the Secret Service.

"As secretary, I will oversee the Secret Service, an agency that is in serious need of reforms. We all saw the threats to President-elect Trump last year and the consequences of failure," Noem said. "Now, that should never happen again, and I've worked closely with my own gubernatorial protective detail, and I'm familiar with what works and what doesn't work, and I'll bring that experience towards strengthening the Secret Service."

The incoming secretary said she will follow the law and implement reforms with no political bias, including with regard to disaster relief.

She added that "if given the chance to be secretary of homeland security, that I will deliver the programs according to the law and that it will be done with no political bias."

‘Jihad mobiles’ sent to Donbass – Chechen leader

Ramzan Kadyrov announced the delivery of 15 GAZ trucks capable of carrying heavy weapons to the Russian military

Russian troops in Donbass will soon receive a batch of so-called ‘jihad mobiles’ from the Chechen Republic, the region’s leader, Ramzan Kadyrov, has announced.

In a statement on Friday, Kadyrov said that the Chechen units fighting Ukrainian forces in Russia’s Donetsk People’s Republic (DPR) would be able to use the 15 high-tech vehicles, which he said had been manufactured at the local Chechenauto plant.

He also released a video showing the trucks, which are equipped with turrets for mounting heavy weaponssuch as machine guns or anti-tank guided missiles, lined up in a square.

In recent months, numerous battlefield videos showed that such trucks armed with machine guns have been often used to repel Ukrainian drone strikes.

The word jihad refers to the Islamic term for righteous struggle, and while the notion is not limited to warfare, it is often understood as a “holy war.”

Kadyrov touted the brand-new trucks as “being of the highest quality.” “Production process has been designed in accordance with modern standards, as well as the real-life experience of our soldiers operating in challenging conditions. Every detail has been carefully considered to ensure the vehicles are as efficient, reliable, and safe as possible,” he said.

Commenting on the transfer, Ahmed Dudaev, Chechnya’s minister for national policy, exterior communication, and media, said he was certain the trucks would help the Russian military “who are engaged in an uncompromising struggle against Satanism.”

All the vehicles, which were produced in collaboration with the Russian car company GAZ, also carried the Russian tricolor and flags of the All-Russian Popular Front, a political coalition that has served as a link between the ruling United Russia party and non-governmental organizations. The group has also been active in raising funds to support Russian servicemen at the front.

On the same day, Kadyrov also said that yet another group of Russian volunteers had left Chechnya for the frontline, adding that each of them had received expert training and the necessary equipment.

The first batch of 100 ‘jihad mobiles’ was handed over to the military by Chechen authorities in October, with Kadyrov saying at the time that the vehicles incorporated certain recommendations made by frontline troops.

Most Ukrainians believe corruption on the rise – poll

People believe graft is the second biggest problem in the country, behind the conflict with Russia

Most Ukrainians think that corruption has worsened over the past year, with an overwhelming majority seeing it as one of the top problems in the country, a new survey indicates.

According to a study published by Ukraine’s National Agency for the Prevention ofCorruption on Friday, 69.1% of respondents believe that corruption has increased, compared to 61.2% in 2023. Among business representatives, 57% also reported a rise in corruption in 2024, up from 46.3% the year before.

The nationwide survey foundthat 79.9% of citizens and 76% of businesses consider corruption the second most serious problem in Ukraine, behind only the conflict with Russia (92.3% of respondents). High living costs and low incomes were cited as the third most pressing issue by 67.5% of the public, while 69.2% of businesses singled out migration as a major concern.

The judicial system was ranked as the most corrupt public sector, while businesses have sounded the alarm about widespread graft in the customs service.

Over the years,Ukraine has developed a reputation for endemic corruption, and the problem has only worsened since the escalationof the conflict with Russia in 2022, as the defense sector has been rocked by numerous scandals involving military procurement.

In one of the most recent controversies, the army’s chief psychiatrist, Oleg Druz, was arrested on charges of “illegal enrichment”related to earnings of more than $1 million.

Kiev’s Western backers have repeatedly expressed concern about graft, with the EU labeling corruption a major stumbling block in Ukraine’s aspirations to join the bloc. In January 2024, the US Department of Defense Office of Inspector General released a report revealing that the Pentagon was unable to fully track over $1 billion worth of weapons aid to Ukraine.

Russian President Vladimir Putin weighed in on the issue earlier this week, suggesting that Kiev “happily receives hundreds of billions from its sponsors” only to “gobble up these billions with great pleasure.”

Russian intel chief ready to meet with new CIA boss

Moscow is always ready for talks, Sergey Naryshkin has told TASS

The head of the Russian Foreign Intelligence Service (SVR), Sergey Naryshkin, has said he is ready to meet with the newly appointed CIA chief, John Ratcliffe, just two days after he was confirmed by the US Senate.Moscow is always ready for dialogue if Washington is interested, the SVR head told TASS on Saturday.

“We are always ready for negotiations,”Naryshkin said, answering a question about contact between the heads of the two agencies. He added that the two services maintain contact through relevant officials.

“We have an official representative in Washington, the Central Intelligence Agency has [one] in Moscow,”the SVR head stated.

Naryshkin has repeatedly signaled his readiness to maintain contact with the CIA in recent years despite the strained relations between Moscow and Washington.

In 2023, he said he talked with then-CIA chief William Burns. The two discussed the Ukraine conflict and the mutiny launched by the late founder of the Wagner private military company, Evgeny Prigozhin, which took place that summer. In May 2024, Naryshkin said further contact with Burns “cannot be ruled out.”

Ratcliffe was sworn in as CIA director on January 23 after receiving approval from the Senate the previous day. He previously served as director of national intelligence from 2020 to 2021 during the first term of US President Donald Trump. He also represented Texas’ 4th congressional district in the US House of Representatives.

Known for his criticism of the intelligence agencies, he has questioned the investigations into alleged Russian interference in the 2016 US election. During his Senate confirmation hearing, Ratcliffe expressed confidence in America’s ability to address the challenges posed by Russia and China.

The news comes as both Moscow and Washington have expressed willingness to resume direct dialogue, which largely ceased under Trump’s predecessor, Joe Biden. The US president has recently stated that he would like to meet with Russian President Vladimir Putin soon and would do so immediately if given the opportunity.

On Friday, theRussian president described his relations with Trump during his first term as “pragmatic,” “business-like,” and “trustworthy."

US halts programs for migrants, including Ukrainians – NYT

Donald Trump issued executive orders aimed at tackling illegal immigration earlier this week

US officials have paused several immigration programs, including those allowing Ukrainians to temporarily settle in the country, as part of President Donald Trump’s border security crackdown, the New York Times reported on Friday. A directive issued by a senior US Citizenship and Immigration Services (USCIS) official on Thursday has halted “final decisions”on applications for the programs while they undergo review, according to the report.

The directive reportedly covers humanitarian parole programs introduced during the Biden administration which allowed approved migrants to stay in the US for up to two years, obtain work permits, and avoid deportation. The programs affected include Uniting for Ukraine,an initiative that has allowed more than 150,000 Ukrainians to enter the US with financial sponsorshipas of September 2023, according to government data.

Other suspended initiatives includehumanitarian parole programs for migrants from Cuba, Haiti, Nicaragua, and Venezuela, which have collectivelyadmitted over 500,000 migrantssince late 2022.

The directive also impacts family reunification programs and an initiative for Central American minors with family members in the US. A USCIS spokesperson confirmed the directive’s existence to the New York Times but declined to provide further comment on its details.

The halt follows an executive order signed by Trump on Monday directing the Department of Homeland Security (DHS) to “terminate all categorical parole programs that are contrary to the policies of the US” and to review remaining casesfor compliance with US law. Acting DHS Secretary Benjamine Huffman issued additional directives the same day to end broad applications of humanitarian parole and revert to case-by-case assessments.

“This action will return the humanitarian parole program to itsoriginal purpose of looking at migrants on a case-by-case basisCriminals will no longer be able to hide in America’s schools and churches to avoid arrest,” a DHS spokesperson explained.

Trump has consistently pledged to take swift action on illegal immigration. After his inauguration on Monday, the president signed a series of executive orders aimed at strengthening border security, including declaring a national emergency at the US-Mexico border and ending automatic birthright citizenship for children born to parents who are not lawful permanent US residents.

Also on Monday,Trump has ordered a full review of all US foreign assistance, including that designated for Ukraine. Following the order, US Secretary of State Marco Rubio froze nearly all grants to Ukraine for 90 days, from development assistance to military aid, according to media reports. Trump has repeatedly criticized US foreign assistance to countries including Ukraine during his reelection campaign, promising to ease the burden it puts on the American taxpayer upon his return to office.
