China warns Rubio to behave himself in veiled warning

BEIJING (AP) — China’s veteran foreign minister has issued a veiled warning to America’s new secretary of state: Behave yourself.

Foreign Minister Wang Yi conveyed the message in a phone call Friday, their first conversation since Marco Rubio’s confirmation as President Donald Trump’s top diplomat four days earlier.

“I hope you will act accordingly,” Wang told Rubio, according to a Foreign Ministry statement, employing a Chinese phrase typically used by a teacher or a boss warning a student or employee to behave and be responsible for their actions.

The short phrase seemed aimed at Rubio’s vocal criticism of China and its human rights record when he was a U.S. senator, which prompted the Chinese government to put sanctions on him twice in 2020.

It can be translated in various ways — in the past, the Foreign Ministry has used “make the right choice” and “be very prudent about what they say or do” rather than “act accordingly.”

The vagueness allows the phrase to express an expectation and deliver a veiled warning, while also maintaining the courtesy necessary for further diplomatic engagement, said Zichen Wang, a research fellow at the Center for China and Globalization, a Chinese think tank.

“What could appear to be confusing is thus an intended effect originating from Chinese traditional wisdom and classic practice of speech,” said Wang, who is currently in a mid-career master’s program at Princeton University.

Rubio, during his confirmation hearing, cited the importance of referring to the original Chinese to understand the words of China’s leader Xi Jinping.

“Don’t read the English translation that they put out because the English translation is never right,” he said.

A U.S. statement on the phone call didn’t mention the phrase. It said Rubio told Wang that the Trump administration would advance U.S. interests in its relationship with China and expressed “serious concern over China’s coercive actions against Taiwan and in the South China Sea.”

Wang was foreign minister in 2020 when China slapped sanctions on Rubio in July and August, first in response to U.S. sanctions on Chinese officials for a crackdown on the Uyghur minority in the Xinjiang region and then over what it regarded as outside interference in Hong Kong.

The sanctions include a ban on travel to China, and while the Chinese government has indicated it will engage with Rubio as secretary of state, it has not explicitly said whether it would allow him to visit the country for talks.

Punishing Families Part 2: L.A. County Data Reveals Child Removal Hotspots

Last August, Princess Dale was invited to receive two certificates of appreciation from the city of Lancaster, for having co-founded the Antelope Valley’s inaugural Juneteenth Celebration.

It was a happy evening for Dale, as she accepted her awards and took photos with the elected officials.

But she also saw it as an opportunity to speak about another part of her life: the separation of her family.

Los Angeles County’s Department of Children and Family Services (DCFS) first removed Dale’s children in 2017, after she had a mental health crisis and tested positive for marijuana.

When it was Dale’s turn at the podium, she used her allotted two minutes to urge the Lancaster City Council and Mayor R. Rex Parris to investigate the practices at the two DCFS offices in the Antelope Valley, one of which had played a devastating role in her life.

“I’m begging you guys to please investigate the DCFS of Palmdale and Lancaster,” Dale said.

There were other parents at the city council meeting with similar stories, she said, gesturing at some of the women sitting in the audience behind her.

Dale told the council that she could get other mothers to write statements of their own experiences with the local DCFS offices. “I have so many women in my building whose children were taken,” Dale said. “They are literally ripping families apart.”

When Dale finished speaking, Councilmember Darrell Dorris, who had been nodding visibly as she spoke, backed Dale’s claims about the child welfare system in the Antelope Valley.

Dorris reminded the mayor that he had called to discuss the issue after a pastor at his church had his kids taken away.

“I know that what she’s saying is legit,” the councilmember said.

With liberal use of the catchall category of “general neglect,” LA County’s DCFS removes between 4,000 and 6,000 kids from their homes every year and places them in foster care. While there are extreme circumstances when out-of-home placements are needed, far too many LA County kids are taken from their parents because of inequities in the child protective services system and society at large. Social workers place children of color and those who live in the lowest-income communities in foster care at higher rates than their peers in wealthier, whiter neighborhoods.

The problem, said Parris, Lancaster’s mayor, is that when social workers fail to protect a child from harm, “that’s front page news.”

In contrast, he said,“it’s not front-page news when they take people’s children needlessly.”It’s not clear why DCFS can’t seem to get it right, said Parris, “but it creates an enormous number of attachment disorders that end up in our criminal justice system.”

A catchall category

In 2022, 134,940 children were referred to LA County’s Department of Children and Family Services.

The referral numbers are slightly complicated by the fact that a child can be counted more than once if, say, a neighbor and a teacher each report that they suspect the kid is being mistreated or neglected.

Approximately 34.3% of the nearly 135,000 referred children were suspected of experiencing conditions of “general neglect.”

In Part One of this series, we explained how, using this particular category, DCFS takes children from parents who use drugs — including marijuana in some instances —from parents experiencing mental illness, from parents who are victims of domestic violence, and from those unable to provide adequate food, supervision, or other necessities.

By contrast, “severe neglect” — when parents are accused of intentionally failing to provide necessities for their children in ways that endanger their kids’ health — made up just 1.1% of cases in 2022.

In 2021, mandated reporters and other concerned individuals referred kids in LA County communities to DCFS 47,895 times for conditions falling into the category of general neglect.

Marco Rubio Orders Suspension of Passport Applications From Anyone Seeking to Change Gender Marker

Newly minted Secretary of State Marco Rubio has reportedly directed his agency to freeze passport applications that contain a request for an X gender marker or a change of gender.

According to an internal State Department document obtained on Thursday by The Guardian, Rubio told staff that “sex, and not gender, shall be used” on documents like passports and overseas birth certificates. The document instructs workers to “suspend any application requesting an X sex marker,” as well as “any application where the applicant is seeking to change their sex marker,” citing President Trump’s anti-trans executive order this week: “The policy of the United States is that an individual’s sex is not changeable.”

New Shepard’s 29th Mission Will Fly 30 Payloads, Mimic the Moon’s Gravity

Blue Origin’s next New Shepard flight, NS-29, will simulate the Moon’s gravity and fly 30 payloads, all but one of which is focused on testing lunar-related technologies.

The launch window opens on Tuesday, January 28, at 10:00 AM CST / 1600 UTC from Launch Site One in West Texas. The webcast will begin 15 minutes before liftoff.

The payloads will experience at least two minutes of lunar gravity forces, a first for New Shepard and made possible in part through support from NASA.

The flight will test six broad lunar technology areas: In-situ resource utilization, dust mitigation, advanced habitation systems, sensors and instrumentation, small spacecraft technologies, and entry descent and landing. Proving out these technologies at lower cost is another step toward Blue Origin’s mission to lower the cost of access to space for the benefit of Earth.

It also enables NASA and other lunar surface technology providers to test innovations critical to achieving Artemis program goals and exploring the Moon’s surface.

The New Shepard crew capsule is using its Reaction Control System (RCS) to spin up to approximately 11 revolutions per minute.

This spin rate simulates one-sixth Earth gravity at the midpoint of the crew capsule lockers. In simulated lunar gravity, customers can accelerate their learning and technology readiness for lunar payloads at much lower cost.

Previously, the Moon’s gravity could only be simulated a few seconds at a time via centrifuge drop tower or for ~20 seconds aboard parabolic flights.

New Shepard’s 29th flight brings the total number of commercial payloads flown on New Shepard to more than 175.

Of the mission's 30 payloads, 29 will fly inside the crew capsule and one will fly on the booster with exposure to the ambient space environment.

More than half are supported by NASA’s Flight Opportunities program, which is managed by the agency’s Space Technology Mission Directorate.

Four of the payloads are from Honeybee Robotics, a division within Blue Origin’s In-Space Systems business. Honeybee’s experiments will test technologies focused on penetrating, excavating, and processing lunar regolith.

This mission will fly our dedicated payloads capsule paired with our recently-debuted booster, demonstrating the compatibility between the boosters and capsules in our fleet and increasing launch availability for our customers.

We now have three capsules and two boosters in service to better address sales demand for payloads and astronauts.

The mission will also carry thousands of postcards on behalf of Club for the Future, Blue Origin’s STEAM-focused nonprofit whose mission is to inspire and mobilize future generations to pursue careers in science, technology, engineering, arts, and math.

The sounds of BepiColombo's sixth flight past Mercury

Listen to the ESA/JAXA BepiColombo spacecraft as it flew past Mercury on 8 January 2025.

This sixth and final flyby used the little planet's gravity to steer the spacecraft on course for entering orbit around Mercury in 2026.

What you can hear in the sonification soundtrack of this video are real spacecraft vibrations measured by the Italian Spring Accelerometer (ISA) instrument.

The accelerometer data have been shifted in frequency to make them audible to human ears – one hour of measurements have been sped up to one minute of sound.

BepiColombo is always shaking ever so slightly: fuel is slightly sloshing, the solar panels are vibrating at their natural frequency, heat pipes are pushing vapour through small tubes, and so forth.

This creates the eerie underlying hum throughout the video.

But as BepiColombo gets closer to Mercury, ISA detects other forces acting on the spacecraft. Most scientifically interesting are the audible shocks that sound like short, soft bongs.

These are caused by the spacecraft responding to entering and exiting Mercury's shadow, where the Sun's intense radiation is suddenly blocked.

One of ISA's scientific goals is to monitor the changes in the ‘solar radiation pressure’ – a force caused by sunlight striking BepiColombo as it orbits the Sun and, eventually, Mercury.

The loudest noises – an ominous ‘rumbling’ – are caused by the spacecraft's large solar panels rotating.

The first rotation occurs in shadow at 00:17 in the video, while the second adjustment at 00:51 was also captured by one of the spacecraft’s monitoring cameras.

Faint sounds like wind being picked up in a phone call, which grow more audible around 30 seconds into the video, are caused by Mercury's gravitational field pulling the nearest and furthest parts of the spacecraft by different amounts.

As the planet's gravity stretches the spacecraft ever so slightly, the spacecraft responds structurally. At the same time, the onboard reaction wheels change their speed to maintain the spacecraft's orientation, which you can hear as a frequency shift in the background.

This is the last time that many of these effects can be measured with BepiColombo's largest solar panels, which make the spacecraft more susceptible to vibrations.

The spacecraft module carrying these panels will not enter orbit around Mercury with the mission's two orbiter spacecraft.

The video shows an accurate simulation of the spacecraft and its route past Mercury during the flyby, made with the SPICE-enhanced Cosmographia spacecraft visualisation tool.

The inset that appears 38 seconds into the video shows real photographs taken by one of BepiColombo's monitoring cameras.

Chinese rocket booster falls to Earth, explodes near home

January 24, 2025

China successfully launched a classified satellite on Thursday (Jan. 23), but a spent booster from the mission fell shockingly close to a family home.

The TJS-14 satellite launched on a Long March 3B rocket from Xichang Satellite Launch Center on Thursday at 10:32 a.m. EST (1532 GMT; 11:32 p.m. local time).

The satellite is safely on its way to geostationary orbit, but one of the rocket's four strap-on side boosters fell to Earth in a populated area of Zhenyuan County in Guizhou province.

Security camera footage posted on the social media platform Sina Weibo captured the scene of two family members reacting to an explosion near their home that lit up the night sky.

Fortunately, the booster, which exploded on impact, fell in what appeared to be hills above the house.

It is the latest in a long line of close calls involving China's Long March rockets, particularly the Long March 3B.

The Long March 3B launches regularly from Xichang, a spaceport that was established deep inland for security reasons during the Cold War.

This means the early stages of the rocket fall on land, whereas most nations launch rockets from coastal areas, seeing stages fall into the oceans.

The 3B is one of China's older workhorse rockets; it uses a toxic hypergolic propellant mix of hydrazine and nitrogen tetroxide.

The rocket's first stage is accompanied by four 7.4-foot-wide (2.25 meters) boosters.

These often have residual propellant, which means the stages explode on impact with the ground, while remaining fuel and oxidizer could harm people or animals.

China's space authorities take some safety measures ahead of each launch, including calculating and evacuating closure areas, also known as drop zones.

Affected areas are issued with notices, as well as warnings not to approach any wreckage.

However, despite such protocols and tests with parachutes and grid fins to further control the drop zones, accidents and close calls are still occurring.

The country's first three launch sites were built deep inland, but new spaceports have been built on Hainan island, south China, while there are also sea launch facilities on the coast of Shandong province in East China.

China, however, still launches regularly from its inland site, and incidents will likely continue.

Thursday's launch was China's sixth of 2025. The country could launch around 100 times this year, and the Long March 3B will be in action regularly, including launching the Tianwen 2 asteroid sample-return mission.
