These are the key words that pertain to your personal Nationality. Children are the property of their parents, and therefore the citizen of whatever country they are officially affiliated with. A student visa holder is a subject from another country and so is her child *unless Dad is a born/naturalized citizen.

It's not difficult to understand.

Foreign Visitors on a visa do not "bear" American citizens when their child is born inside our border.

 

The foreign parents are "subject to the jurisdiction" of their home country- Not the USA.
