Man who beheaded teen in 1996 granted parole

GRAND RAPIDS, Mich. (WOOD) — A man who murdered and decapitated a fellow teen in 1996 has been granted parole.
The Michigan Department of Corrections said the projected parole date for Federico “Kiko” Cruz is March 25.
