Every permanent member of the UN except USA has previously dissolved the Government that existed when the Charter was ratified. Doesn't that mean they gave up their permanent seat and vote?
France has a permanent seat. What if France gave half it's Countries land to Germany, dissolved the current government and renamed the Country Macron. Then, Dominican Republic dissolved it's Government and formed a new one named France. Who gets the permanent seat now?
