I have been telling you that they do have small EMP devices that can target about 1/4 mile away and I have experienced that when I was pulling a tool chest that I use to shop with, that moved about 6 - 8 inches as if someone kicked the cart. And I know who did this, and we know they have other radiation devices too. Tech has come a long way as has treason and infiltrators.
