the irony of what Summers is saying: they uncovered hundreds of millions, excuse me, billions of 'arbitrary' payments, perhaps many of which were capricicious and political, some of which might have been used to censorship and for overthrowing elections in foreign nations, and much of which can not be reliably audited.
Summers knows this.
