Problem is the tweet came at 11;07a EST same time zone as the Amtrack official report stating the wreck happened 13 minutes after the tweet at 11:20am EST. Billy lives in Washington DC and is on EST. Tweet was 13 minutes before accident

Do me a favor…tweet something out…look at the bottom of your tweet. does it have the time you sent it out on it? That time stamp doesn't change no matter what time someone else receives it.
